5. Directions to Site: From Jefferson take Hwy 16 North and
go right on SR 1570 then make a left on SR 1660. The
facility is located around the back of the building.

Facility is located on a flat Two acre plot on the top
of a knoll. The discharge is located on a steep 70%
downhill grade. There are wood steps constructed to
gain easy access to the end of the discharge pipe.

Aproximately 800 feet.

PART IV - EVALUATION AND RECOMMENDATIONS
Since the last permit renewal, this facility had a 7-foot
diameter above ground circular sandfilter installed after the
package plant effluent. This was supposed to reduce the BOD in
the effluent. The solids have clogged the sandfilter and it
requires a great deal of maintenance to make the effluent flow
through it. In fact, the BOD increased after the sandfilter
installation. Any effluent with a small solids content will
render this type of sandfilter system useless.
We recommend this NPDES permit request be renewed.
