Facility and Address: Jefferson Apparel Co. P.O. Box 235 Jefferson, NC 28640 2. Date of Investigation: December 16, 1994 3. Report Prepared by: George Smith 4. Persons Contacted and Telephone Number: Mr. Allan Houck 910-982-2114 5. Directions to Site: From Jefferson take Hwy 16 North and go right on SR 1570 then make a left on SR 1660. The facility is located around the back of the building. 6. Discharge Point(s), List for all discharge points: Latitude: 36° 26' 39" Longitude: 80° 24' 04" Attach a USGS map extract and indicate treatment facility site and discharge point on map. U.S.G.S. Topography (relationship to flood plain included): Facility is located on a flat Two acre plot on the top of a knoll. The discharge is located on a steep 70% downhill grade. There are wood steps constructed to gain easy access to the end of the discharge pipe. 9. Location of nearest dwelling: Aproximately 800 feet. 10. Describe receiving stream features and pertinent downstream uses: Pasture land, fishing, wildlife, and agriculture. PART II - DESCRIPTION OF DISCHARGE AND TREATMENT WORKS 1. a. Other Special Items: NONE PART IV - EVALUATION AND RECOMMENDATIONS Since the last permit renewal, this facility had a 7-foot diameter above ground circular sandfilter installed after the package plant effluent. This was supposed to reduce the BOD in the effluent. The solids have clogged the sandfilter and it requires a great deal of maintenance to make the effluent flow through it. In fact, the BOD increased after the sandfilter installation. Any effluent with a small solids content will render this type of sandfilter system useless.
