Good morning!
I have a question about a bulkhead application that came in a couple of months ago as a Courtesy Copy in Nash County.
Sam, I'm including you as it is my understanding that they previously reached out to you concerning piers, docks, and
boathouses. I've attached part of the PCN attachments with your email correspondence in it.
They submitted a PCN with only buffer impacts listed. Based on the description and recently submitted plans (attached),
it appears that they are excavating a portion of the shoreline in order to install a bulkhead. Does this require anything
from yall?

Colleen, I got this detail from the engineers for project. I made some notes on it related to proposed stormwater
flows. The final grade will maintain sheet flow and gentle slopes and vegetation will prevent rills and gullies from
forming. John

Oh OK, So how have similar projects been permitted on this Reservoir? No retaining wall? just pier to boathouse?
By the way most of the buffer only has grass with a few crooked trees and saplings near the water. I believe it has
been in this condition before the buffer rules 1998? so may be an existing ongoing use if that makes any
difference. Thanks for your assistance. John

Retaining walls aren't listed in the Table of Uses for the Tar -Pam Riparian Buffer Rules, and uses not listed in the Table
of Uses require a written Buffer Authorization Certificate with Exception (Buffer Variance), which also requires
mitigation as well as approval. Typically retaining walls do not meet dispersed flow for stormwater runoff
requirements. Is the retaining wall sticking up out of the ground? (Do you have a side view drawing or sketch? I must
admit that I am a very visual person, and I am not seeing how this would meet stormwater requirements.)
I want to make sure I am fully understanding what you're requesting. If it does require a Buffer Variance, that is a
different form.

Thank you for the clarification. Unfortunately I think we use the words bulkhead and retaining wall sort of
interchangeably. The retaining wall structure will be built on the clients property and not on the city of Rocky Mount

reservoir property or in WOUS so it really will indeed be a retaining wall and only affect the buffers! If needed I can
go through and make those terminology changes just let me know Thanks. John

bulkhead. Additionally, based on the maps, it looks like you're building a retaining wall, not a bulkhead, but the map
says bulkhead. The typical bulkheads I see have some portion of the bulkhead below the ordinary high water mark.

No, the retaining wall is above the normal water line. and pilings will be driven into the lake bed for the
boathouse. We understand from the USACE that this activity is covered under their general permit. I believe an
email from Samantha Daily is included in the PCN. Thanks John

This one is marked for the record only on the epcn, it has GP#'s listed, but only buffer impacts in the impacts table.
Please let me know what changes I need to make to it to get it corrected.
Is it not a courtesy copy?
Does it need a PN?
