SUBJECT: NOTICE OF VIOLATION

Lanesboro Correctional Institute

Dear Permittee:
The North Carolina Division of Water Resources conducted an inspection of the Lanesboro Correctional Institute
on September 7, 2022. This inspection was conducted to verify that the facility is operating in compliance with
the conditions and limitations specified in Collection System Permit No. WQCS00379. A summary of the findings
and comments noted during the inspection are provided in the enclosed copy of the inspection report.
The Collection System Non -sampling inspection was conducted by Division of Water Resources staff from the
Fayetteville Regional Office. The following violation(s) were noted during the inspection:
Inspection Area Description of Violation
General At the time of the inspection, no operator or backup were designated.
Lines/Right-of-Ways/Aerial Line cleaning and its documentation were not being conducted.

Map Onsite personnel did not have a copy of the map.
Spill Response Action Plan Spill response plan was not available at the time of the inspection.
Inspections Written records were not being maintained.
In addition, the issues below must also be addressed:

Compliance Issue(s):
1. Permittee shall immediately begin maintaining written documentation of all activities related to the operation
and maintenance of this collection system. This shall include, but not limited to, annual cleaning of 10 percent
of the gravity lines in the system, weekly full functionality test of the pump station and alarms, grease
education materials provided to kitchen staff and any maintenance activity that occurs.
2. Permittee shall immediately begin maintaining a log of ORC and pump station visitation.
3. Permittee shall make a map of this collection system available to all staff responsible for operating the system.
4. A Spill Response Plan shall be developed and made available to all staff responsible for operating the system.
The Spill Response Plan shall include: 24-hour contact numbers for staff, response time, equipment list and
spare parts inventory, access to cleaning equipment, access to construction crews, contractors, and/or
engineers, source of emergency funds, site sanitation and cleanup materials and post-overflow/spill
assessment.
5. At the time of the inspection, there was no ORC or backup ORC designated. These designation shall be made
immediately.
Remedial actions should have already been taken to correct this problem and prevent further occurrences in the
future. The Division of Water Resources may pursue enforcement action for this and any additional violations of
State law.
To prevent further action, please respond in writing to this office within 30 days upon your receipt of this Notice
of Violation regarding your plans or measures to be taken to address the indicated violations and other identified
issues, if applicable.
