Inspection Summary:
This collection system serves only this correctional facility. Records of visitation and maintenance are not being kept.
Emergency contact signage was present. The collection system includes one pump station. This pump station has
telemetry to alert onsite staff of pump station faults. Audible and visual alarms were present and functional. Sewer lines were
not being cleaned. 10 percent of all gravity lines should be cleaned annually. This cleaning should be documented. Since
this is a correctional facility, no trees or tall vegetation are allowed to grow anywhere on the grounds, so the entire system is
observed daily and ROW's are constantly maintained. The facility's main generator powers the pump station in the event of a
power outage. Log books shall be kept to document system visitation and maintenance. No Spill Response Plan was
available at the time of this inspection. A Spill Response plan shall be developed and available to all staff involved with the
operation of the collection system. A map of the system was not available at the facility at the time of the inspection, but Mr.
Patel was going to locate it in Raleigh. There was no designated operator or backup operator at the time of this inspection.
Mr. Patel stated that Phillip Smith will be designated as the primary ORC for the facility. It was suggested that Mr. Patel
contact local municipal employees to see if they wanted to act on a contract basis as the backup ORC.

Comment: At the time of the inspection, no operator or backup were designated. Onsite staff relayed that
Phillip Smith will be designated as the primary ORC. Inspector recomended reaching out to
local municipalities to see if any of their operators wanted to contract for the backup ORC. Staff
relayed that there were backup pumps available in the event of a failure. Permittee has copy of
permit provided by the inspector.

Comment: Onsite personnel did not have a copy of the map but one was available in DWR file. Mr. Patel
was going to check in Raleigh to see where the permittee copy of the map was located.

Comment: Written records were not being maintained. The only pump station in this permit is visited daily
even though it is connected to telemetry. Entire collection system with the exception of the
pump station is located within a correctional facility so the entire system is observed daily.

Comment: Pump station appeared to be well maintained and all alarms and telemetry were functional.
Emergency Notification signage was present. Oniste personnell were knowlegeable about the
operation of the pump station. The pump station is powered during outages by the large
generator that powers the entire correctional facility. This generator is tested weekly.
