1) JD Delineation - As discussed, you are coordinating with Crystal to make a determination on this item.
Please contact me if there is additional information needed to resolve this item.
2) The driveway has been designed to Duke Energy Progress, Inc. standards. These standards have been
developed to specific dimensions that will allow their trucks and other heavy equipment to construct, access,
and maintain the substation.
To minimize impacts, the substation enclosure was kept as close to the adjacent roadways as zoning ordinances
would allow, and the driveway was designed to the minimum Duke Energy Progress dimensional requirements,
including 24' widths and 120' turning radii. Additionally, fill slopes were designed at 3:1 to minimize the impact
footprint as much as possible.
3) Attached are electronic copies of the reports and documents previously submitted. I previously emailed an
electronic set of construction plans as part of item 1, but please let me know if you'd like me to reseed those as
well.
4) The following quantities were previously calculated for Duke Energy's use during the bidding process as they
selected a contractor- Perimeter Fence - 1005 LF Driveway Length - 625 LF ABC Stone (for driveway) - 1388
tons Driveway Width - Minimum 24', maximum in turnaround area approximately 70'
Earthwork
Cut - 731 cyd
Fill - 12,925 cyd

This is a notification that your application for the above referenced project has been received. Additionally, this
serves as an additional information request for this application to be considered complete.
Please provide the following:
-In the JD provided, the regulator specifically states that the wetland delineation line was observed as incorrect
during a site visit and requested a new delineation be conducted so that the Corps could verify the line. To date,
that information was never received by this office. An accurate delineation is required in order to determine
accurate impacts and required mitigation.
-It appears further avoidance and minimization of impacts to wetlands can be taken with the access road design.
Please consider reducing the width of the road in the wetlands from 24 feet wide to 20 feet wide. This will also
further reduce mitigation costs. Otherwise, please provide a justification for not avoiding and minimizing
impacts according to the 404(b)(1) guidelines.
-We are moving to digital filing. Please help us achieve this goal by providing an electronic copy of the entire
permit package including construction maps. For permits, I prefer an electronic copy and one hardcopy
including one set of maps sized 11" x 17 ". For JD requests, please provide only electronic copies.
- Please provide more project specific construction details not limited to length (in addition to the width) of the
access road and perimeter fence, amount of fill material, other details available.
