The North Carolina Department of Transportation has started the project development, environmental, and
engineering studies for improvements at the U.S. 70 (South Church Street) and S.R. 1311(University Drive)
intersection in Burlington, Alamance County, North Carolina as project U-6010. The project is currently
state funded. The US Army Corps of Engineers (USACE) is the lead federal agency for compliance with
the National Environmental Policy Act (NEPA) and Section 106 of the National Historic Preservation Act
(NHPA), and a permit is anticipated under the Section 404 process with the USACE. A project vicinity
map is attached. The coordinates of this project are approximately 36.080510,-79.526802.
This project was reviewed/surveyed for cultural resources by NCDOT under the terms of the 2015
Amended Programmatic Agreement Among the Federal Highway Administration, the Advisory Council
on Historic Preservation, and the North Carolina State Historic Preservation Office for Minor
Transportation Projects in North Carolina (PA). The environmental document for this undertaking was
completed on January 25, 2019. Please find attached Archaeology Survey Reports. No Archaeological
Survey was required for this project.
In accordance with Section 106 of the NHPA, we also request that you inform us of any historic properties
of traditional religious or cultural importance that you are aware of that may be affected by the proposed
project. Be assured that, in accordance with confidentiality and disclosure stipulations in Section 304 of the
NHPA, we will maintain strict confidentiality about certain types of information regarding historic
properties.
Please respond by March 25, 2022, so that your comments can be used in the scoping of this project. If

Project Description: Improve intersection of US 70 (South Church St.) at SR 1226/SR 1311
(University Dr.) in Burlington in Alamance County. Area of Potential Effects (A.P.E.) is
approximately 1,919 meters (6,296 ft.) long and 60 meters (197 ft.) wide. The project is State -
funded, will require Federal permits, and will require easements.
NOTE: This project was originally reviewed in 2017. A No Archaeological Survey Required
form was submitted on 11/9/2017. At that time the project did not require Federal permits. The
permit status recently changed and will require a Federal permit. The recommendation remains
the same, but this form replaces the 11/9/2017 form.
SUMMARY OF CULTURAL RESOURCES REVIEW
Brief description of review activities, results of review, and conclusions:
The review included an examination of a topographic map (Gibsonville, N.C.), an aerial
photograph, and listings of previously recorded sites, previous archaeological surveys, and
previous environmental reviews at the Office of State Archaeology (O.S.A.). US 70 is oriented
approximately east -west, and SR 1226/SR 1311 is oriented approximately north -south.
The topographic map shows the landform in the A.P.E. is a ridge top. US 70 crosses an
unnamed stream near the west end, and the A.P.E. includes ridge toes on each side of the stream.
The high ground overlooking the stream appears to be moderately- to steeply -sloped, and has a
low to moderate potential for prehistoric archaeological sites. The A.P.E. is located in a
developed part of Burlington. The east half of A.P.E. is shaded purple and shows little
topographic detail, indicating it is a developed area.
The aerial photograph shows the landuse in the A.P.E. is mostly developed. The east end
appears to be occupied by parking lots and commercial buildings. The area to the east of SR
1226/SR1311 appears to be residential yards and driveways. The west end is a mix of
undeveloped and residential yards and driveways.
A review of information at the O.S.A. shows no previously recorded archaeological sites within
or adjacent to the A.P.E. The A.P.E. has not been previously surveyed for archaeological sites.
The A.P.E. is not within any projects that have been reviewed by the State Historic Preservation

Brief Explanation of why the available information provides a reliable basis for reasonably
predicting that there are no unidentified historic properties in the APE:
The A.P.E. is located on a ridge top in a developed part of Burlington. The aerial photograph
shows the A.P.E. is mostly developed land. There are no previously recorded sites within or
adjacent to the A.P.E.
