The proposed project is the improvement of the US 70(South Church Street)intersection at SR 1311(University Drive)and widening of South Church Street to a multi-lane roadway from
east of University Drive to west of SR 1309(Westbrook Ave).The project includes the installation of multi-use paths and sidewalks throughout a majority of the project corridor,as well as
signal improvements with pedestrian signals and high-visibility crosswalks.

The purpose of the proposed project is to improve traffic operations by providing additional capacity and improve pedestrian and bicycle access.

The first existing culvert,a 2@7'x7'(7'x8'Downstream)Reinforced Concrete Box Culvert beneath US 70 requires extensions both upstream and downstream.As part of this culvert
extension,an additional 1@8'x7'RCBC will be constructed parallel to the existing 2@7'x7'RCBC.The proposed 8'x7'RCBC replaces an existing 72"Reinforced Concrete Pipe.The
extensions and culvert addition will require channel improvements both upstream and downstream.The channel improvements will smoothly tie the existing channel to the box culvert
extensions and addition.The second existing culvert,a 2@8'x6'Reinforced Concrete Box Culvert beneath SR 1311 requires extensions downstream.The northern most barrel has a 2'
concrete sill and is backfilled with native material to allow for animal passage and flow conveyance during storm events.A 2'sill will be constructed in the northern barrel extension.CL II
Riprap will be used downstream as bank stabilization.All major structures have been designed to have as little environmental and surface water impacts as possible.The proposed project
is not expected to result in indirect or cumulative adverse impacts to the environment.Typical road construction equipment,such as trucks,dozers,cranes,and asphalt equipment,will be
used for this project.

E. Impact Justification and Mitigation '
1.Avoidance and Minimization
la.Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project:
The proposed project requires the extension of existing culverts under US 70 and SR 1311,and the replacement of a concrete pipe with a box culvert
under US 70.Roadway approach work is minimized as much as is practical to reduce the overall project footprint.The extensions and culvert addition
will require channel improvements both upstream and downstream.The Channel improvements will smoothly tie the existing channel to the box culvert
extensions and addition.At Site 2,a 2'sill will be constructed in the northern barrel extension.CL II Riprap will be used downstream as bank
stabilization.All major structures have been designed to have as little environmental and surface water impacts as possible.Impacts to the associated
protected riparian buffers have also been reduced by promoting sheet flow.The project proposes new pavement,which will contribute to the existing
drainage area and the ditch velocities.Bank stabilization will be minimized to those areas where deemed necessary.
1 b.Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques:
Erosion and sedimentation BMPs will be installed prior to construction.Construction has been sequenced and designed to avoid/minimize impacts by
locating temporary diversion channels away from features.Water will be diverted around the work area to prevent sedimentation of downstream
aquatic resources.Impacts will be minimized by strict enforcement of Best Management Practices for the protection of surface waters,restrictions
against the staging of equipment in or adjacent to waters of the US and coordination with appropriate environmental staff.
