Director Donna F Haddock 604 Perfect Moment Dr. Durham, NC 27713 NORTH CAROLINA Envlrotunental Quality September 26, 2022 Subject: Compliance Evaluation Inspection Single Family Wastewater Treatment System Non -Discharge Permit #WQ0020817 Facility: 604 Perfect Moment Dr., SFR Durham County Dear Ms. Haddock, On September 6, 2022, Jim Westcott from the Raleigh Regional Office visited your single- family residence (SFR) wastewater treatment and irrigation system to evaluate compliance with the Non -Discharge Permit WQ0020817. The cooperation of the contract staff of AQWA services was greatly appreciated. You are permitted to operate a SFR wastewater treatment and irrigation facility consisting of a 1500 gallon baffled septic tank with effluent filter; two Advantex AX-20 Treatment units VeriComm control panels; a 7 gallon per minute (GPM) ultraviolet (UV) disinfection unit a 2500 gallon storage tank; a 2500 gallon dosing tank with a 20 GPM pump and audio/visual high water alarms; an integrated rain sensor; a 0.37 acre drip irrigation area with approximately 5,418 linear feet (LF); of drip line containing 2,709 emitters; and all associated piping, valves, control and appurtances to serve the single-family residence at 604 Perfect Moment Drive, Durham, NC 27713, with no discharge of wastes to surface waters. Non -Discharge Permit #WQ0020817 authorizes the continued discharge of up to 600 gallons per day (GPD). The authorized irrigation is in accordance with the effluent limits and monitoring requirements established within the Non -Discharge Permit. The items below list the conditions observed. The current non -discharge permit, which was issued April 8,2021 expired March 31, 2021. Please ensure that future renewal applications are wnpleted no later than f80 days prior to the expiration d the permit and submitted as required and listed in section t. At the time of inspection, the facility was secured, clean and organized. The drip irrigation field was properly secured with wire fencing and the vegetative cover well maintained. During the inspection, the following was observed: 1. Schedules: Section 1 (1) of the subject permit requires the permittee shall request renewal of this permit on official Division forms no later than six months prior to the expiration of the permit. Upon receipt of the request, the division will review the adequacy of the facilities therein, and if warranted, will renew the permit for such a period and under such conditions and limitations as it may deem appropriate. Please note Rule 15A NCAC 02T .0105(d) requires an updated site map to be submitted with the permit renewal application (15A NCAC 02T . 0105, 02T .0109, 02T . 0115 (c)]. As of the date of this letter, the division has not yet received the renewal application. Within 30-days d receiving this letter, please ca nplete and submit the attached renewal application and forward the request for renewal application to the division 2 Treatment system operation: The wastewater treatment system shall be effectively maintained and always operated so there is no discharge to surface waters, nor any contravention of groundwater or surface water standards. The lamp(s) and quartz sleeve(s) shall be cleaned or replaced as needed to ensure proper disinfection. I15A NCAC 02T .0605(1)1. The UV sleeves were deaned and the UV output at the control panel was In acceptable range of voltage at the time of inspection. b) The storage, pump, and alarm system shall be inspected monthly. (15A NCAC 02T.0108(b)(1)]. The storage compartments recirculation and transfer pumps were witnessed operating as designed at the time of inspection c) The irrigation system shall be inspected monthly to make certain of the proper operation of the drip lines, that the system is free of leaks, that the vegetative growth allows a proper drip pattern, that the soil is assimilating the disposed treated wastewater with no surface runoff, and that no objectionable odors are being generated. 115A NCAC 02T .0108(b)(1)1. The drip Irrigation system of zones 1, 2 and 3 were inspected and observed to have small leaks which were noted and repaired by the contract staff an site and a final report was submitted to the inspector the next morning by the AQWA contract staff d) Pumping the septic tank: You are required to inspect the septic tank at least annually to determine if solids must be removed or if other maintenance is necessary. Septic tanks should be pumped out every five years or when the solids level is found to be more than 1/3 of the liquid depth in the septic tank compartment, whichever is greater. A contract service company periodically evaluates the status of the accumulated solids level. At the time d Inspection 9/6/2022, the contract staff provided a document showing the semi-annual inspection records including the buildup of material in the system. The solids level was approximately 8#dmaterial in the primary settling tank. The wastewater treatment system should be periodically inspected to ensure the treatment components are always maintained and in good operating order. You are also reminded to maintain all manit&ing data and associated maintenance regards ansite for a minimum of three years and available ie fa inspection.
