PROJECT SUMMARY: The applicant proposes construct a .,public boat ramp and fishing pier on the Roanoke River off Weeping Mary Road in Lewiston. Lewiston BAA NC WRC Bertie County PROJECT SETTING The North Carolina Wildlife Resources Commission (WRC) has submitted a Major CAMA request to construct a public boating access -,area on the Roanoke River. The 3.3 acre,project site is located,at 838 Weeping Mary Road (SR 1128) Lewiston Woodville in Bertie County. The project site is on Weeping Mary Road approximately 2 miles ,after the road becomes gravel. The site is down an existing access easement that runs parallel to a wire fence. The project site is currently used for hunting and has a thinned forest to the west, an agricultural field and sand pit to the southwest and forest to the east. There is a relic flood berm that bisects the property that runs parallel to the Roanoke River. The 263 ft,shoreline is forested (hardwoods and shrubs) with a steep sloping bank to ,an elevation 25ft'above'NWL. The Roanoke River at the project site is classified as C by the Environmental Management Commission and as a joint Anadromous Fish Spawning Area by the Marine Fisheries Commission (MFC) and the WRC. The Roanoke River is 270ft wide at this location. PROJECT DESCRIPTION The WRC proposes to construct a 195ft by 3Oft concrete double boat ramp that extends to -5ft below Normal Water Level,(NWL). Above•NWL.there will be a 2'60ft by 3Oft concrete ramp that provides access to the ramp. Upstream and adjacent to the boatramp the applicant is proposing to construct an 8ft by 7ft floating .dock for assisting in the launching, and recovery of boats. This portion of the floating dock will be accessed by an 8ft by 73ft dock above NWL. The uplands will be graded to allow the boat ramp to be constructed at a slope that will allow boats to be launched and recovered safely. During the grading process 2,580 cubic yards of high ground will be excavated. In order to stabilize the proper slopes, rip rap will be placed,along the edge of the ramp and extend below NWL to the end of theramp. For proper installation of the ramp the WRC proposes excavation,below then bottom substrate (125 cubic yards). The spoil materialwill`be used on site to reconstruct the existing berm further landward of its current location. Upstream of 'the boat ramps the WRC is proposing to construct a fixed handicap accessible 8ft by 7ft ,pier with a 7ft by 74ft fixed fishing platform. The Kft pier is to allow for fishermen to safely ytpass other fishermen without conflict. There will be a 60ft by 5ft concrete sidewalk that connects to a I I'Oft by 7ft linch boardwalk above NW, that`provides access to the fishing platform. The WRC also proposes to create 18 gravel truck and trailer parking spaces, 1 concrete truck and trailer handicap accessible parking space, 5 gravel car parking spaces, l concrete handicap accessible parking space, and gravel the existing access drive. In total the project will disturb 4.8 acres (including the access easement). This construction will create 13% of impervious surface in the Division of Coastal Management 75ft,Coastal Shoreline AEC. The WRC has stated that they will be submitting a stormwater permit application and a sediment and erosion control plan to the Division of Land' Quality. ANTICIPATED IMPACTS The project will result in localized turbidity due the installation of the boat rampand fishing pier,and its associated structures. Approximately 125 cubic yards of river bottom will be removed and converted to 3,250`ft2 rip rap and concrete and 2,580 cubic yards of high ground will be graded for the installation of the boat ramp. In total, including the access easement there will be 4.8 acres of land disturbance associated with this project. The floating dock, fishing pier and platform will shade 593ft2 of river bottom and public trust area. The project will provide public access to-the Roanoke River for fishing and boating. The improvements are proposed to be constructed' on a 33 acre parcel of land owned by�the State of North Carolina. Access to the site -is provided by a Weeping Mary Road and an access easement across property owned by EWM LLC. The site is currently a thinned forest, with a grass and shrub understory. There is an existing access road that generally follows the, access easement to the site. A flood,control berm of undetermined age �crosses through the middle of the.site, parallel to the.Roanoke River. The Roanoke River experiences large fluctuations in river level. The flood control berm will bexrelocated to the south on the site; allowing the parking,lot to be constructed on the river side of the berm. The proposed access road will ramp up and over the relocated berm. Gravel parking spaces forwehicles with trailers and single cars will be constructed. Concrete handicap parking areas will also be provided. Concrete ADA sidewalks are planned from the trailer parking space to the -top of the boat ramp.and from the single car parking to the fishing pier. The boat ramp is 30' wide to allow simultaneous launching/recovery of two boats. A floating courtesy dock will be installed on the�upstream side of the ramp. , We request that the floating, courtesy dock be allowed to have an 8' width. The 8' width is requested to allow users traveling in opposite direction to pass easily on the dock. The additional width also creates a much more stable dock for users to walk on. It is the NCWRC's experience that floating dock sections narrower than 8' are not as stable as our users desire. The proposed fishing pier is approximately 8' wide and 60' long. The, 8' width is proposed to allow room for users to pass behind active fishermen without conflict. The elevated walkway to the fishing pier is approximately 7' -wide.
