D. Impact Justification and Mitigation
1. Avoidance and Minimization
la. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project.
The applicant is proposing buffer approval to construct a house on this otherwise
unuable lot. No impact to the stream channel is proposed and the buffer impacts
have been minimized and mitigated for. This permit was previously approved under
permit 20201762.
1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques.
The driveway was previously shifted out of Zone 1. The yard area represents the
largest impact but will be revegetated. All ESC measures were employed. Grading
was performed to minimize disturbance.

1. Avoidance and Minimization
1a. Specificallydescribe measures taken to avoid or minimize the proposed impacts in designing the project.*
The applicant is proposing buffer approval to construct a house on this otherwise
unusable lot. No impact tot he stream channel is proposed and the buffer impacts

The driveway has been shifted out of Zone 1. The yard area represents the largest
impact but will be revegetated. All ESC measures will be strictly employed. Grading
will be performed with small equipment to minimize disturbance
