In the Neuse Riparian Buffer Rules, parts of the residence that impact Zone 1 are allowable with mitigation. Additionally, impacts other than the residence or necessary infrastructure (like a workshop) are allowable with authorization (in Zone 1 or in Zone 2). It appears that about half of the workshop is in Zone 1 and half is in Zone 2. 1 0 Mitigation for Zone 1 is 3:1 and Zone 2 is 1.5:1. Based on the information provided, it appears that you will need a total of 765 sq ft of mitigation credits (ratios already applied and added). You will need to seek mitigation from a private mitigation bank. If none have credits available, then the NC Division of Mitigation Services can be contacted. For a list of private mitigation banks, please go to our website here: https://deq.nc.gov/about/divisions/water-resources/water- quality-permitting/401-buffer-permitting/nutrient-offset-buffer-mitigation-program . There should be a link to a list of approved mitigation banks near the top of the page. You're looking for one in the Neuse River basin that serves HUC 03020201 under "Buffer Credit Service Area". The list will have the most up-to-date contact information for the bank(s). Once you've contacted them, you will need to provide a Statement of Availability from the bank. I have attached a copy of the survey which shows the current deck, storage room and shed. I am also attaching a copy of the design plan to show what the addition will consist of. The addition will be an additional bedroom, bathroom, laundry room (which the house currently lacks), and a small living room. I have answered your questions below in red. That building is outside of the riparian buffer. The framed storage room is depicted on the survey that I have attached. 4.1 appreciate your architect showing Zones 1 and 2 of the buffer (30 and 50 feet from the stream) on the plat. Could they please provide the square footage of the addition within each of those zones? I'm looking for the square footage of the yellow part and the purple part in the below snippet. There is 583 square feet in the 50' buffer and 219 square feet in the 30' buffer.
