The flume/wash area was in operation during the site inspection. Water from the flume discharges
into two small settling basins before discharging to Mason Branch, which is a Class C stream. The
upper pond was turbid on the day of the inspection. The second settling pond was hard to see
because of thick vegetation. The earthen containment berms are visible along Mason Branch. The
outfall from the second settling pond is on the property line and directly behind the fire department.
The water appeared to be clear and was not causing a turbidity violation in the receiving stream. It is
important note the discharge from the second settling pond enters a culvert on the fire department
property before discharging to Mason Branch. The culvert on the fire department property appears to
have collapsed, which may cause issues in the future. I spoke to Darcel Green about the semi-annual
monitoring schedule for flow and turbidity. Ms. Green was unaware of the monitoring requirement but
is willing to comply moving forward. I gave her a copy of the permit and indicated that she would be
receiving a Notice of Deficiency for failing to monitor.
