Dear Ms. Myers:
On September 21, 2022, Stephanie Goss of the Raleigh Regional Office conducted an inspection
of the collection system at the subject facility. Your assistance and that of Janet Clarke, Ernest
Thompson and Terry Saunders during the inspection was appreciated. Findings during the
inspection were as follows:
1. University of North Carolina at Chapel Hill holds a deemed sewer collection system
permit and pursuant to 15A NCAC 02T .0403 that collects wastewater from the Francis
Owens Blood Research Lab (FOBRL) to the Mason Farm Wastewater Treatment Plant.
2. There are no high-priority lines associated with this deemed permitted collection system.
3. Right-of-way and the easement were being maintained for personnel and equipment
accessibility.
4. The deemed collection system includes one duplex pump station with secured access,
signage, and audible/visual alarms. The visual alarm functioned when the high-water
floats were activated; however, the audio alarm did not function. The SCADA system
acknowledged the alarms. The FOBRL has an on-site generator which is tested monthly.
5. An operation and maintenance plan including pump station inspection frequency and a
preventive maintenance schedule is developed and implemented.
6. Maintenance logs were reviewed and appeared satisfactory and included a spare parts
inventory.

7. A Fats, Oils and Grease Program (FOG) is not applicable; therefore, the requirement for a
grease control program does not apply.
8. There have been no reportable sanitary sewer overflow (SSO) incidents from the collection
system since 2016.
9. An up-to-date map of the collection system was available and up to date available which
included direction of flow, pipe location, and pump station identification and location.
