Dear Permittee:
The North Carolina Division of Water Resources conducted an inspection of the OWASA DCAR on
8/22/2022. This inspection was conducted to verify that the facility is operating in compliance with the
conditions and limitations specified in Non-discharge Permit No. WQ0021828. The findings and
comments noted during this inspection are provided in the enclosed copy of the inspection report
entitled "Compliance Inspection Report".
The facility continues operation of a residuals management program for Orange Water and Sewer Authority
and consisting of the distribution of Class A residuals generated by the facility. The facility (Mason Farm
Wastewater Treatment Plant) Anaerobic Digestion Process provides treatment for both primary and waste
activated sludges in a four-stage digestion process. The four anaerobic digestion tanks provide
approximately 1,800,000 gallons of digestion capacity and are operated in a series. Normally, the first three
anaerobic digesters are maintained in the thermophilic temperature range, in excess of 125° F and the
fourth anaerobic digester is operated in the mesophilic temperature range, less then 115° Fahrenheit. The
average temperature and time for biosolids processed through the Class A thermophilic process was 139.3°
F and 28 hours. The digester operation - temperatures, recirculation and mixing rates are monitored
continuously, in addition to gas production. The process control testing (VA/ALK ratios, pH and alkalinity,
etc.) is checked routinely. Transfers into and out of the various digester tanks are monitored and recorded.
The facility was well maintained, safety measures were in place, required documents and records were
easily found. The residuals were not being land applied at the time of the inspection. No significant issues
or findings were noted during the inspection. Therefore, a response to this inspection report is not required.
