Dear Permittee:

The North Carolina Division of Water Resources conducted an inspection of the City of Oxford RLAP on
8/24/2022. This inspection was conducted to verify that the facility is operating in compliance with the
conditions and limitations specified in Non-discharge Permit No. WQ0011244. The findings and
comments noted during this inspection are provided in the enclosed copy of the inspection report entitled
"Compliance Inspection Report".

The facility continues operation of a residuals management program for the City of Oxford and consisting of
the land application of Class B residuals generated by the facility to 21 approved fields totaling
approximately 364.2 acres.

The facility was well maintained, safety measures were in place, required documents and records were
easily found, and the fields were recently harvested, so land applications were occurring at the time of the
inspection. The trucks hauling residual to the fields, the tractor, and spreader tank were in good condition.
The residual was spread appropriately with no ponding, Buffered setbacks were also flagged. No significant
issues or findings were noted during the inspection. Therefore, a response to this inspection report is not
required.
