On behalf of the City of Raleigh Public Utilities Department ( CORPUD) and McKim and Creed, Inc. SEPI Engineering (SEPI) submits this complete application and supplemental information requesting written concurrence from the U.S. Army Corps of Engineers (USACE) and the N.C. Division of Water Resources (DWR) that the activities proposed below may proceed under Nationwide Permit (NWP) 12 and General Water Quality Certification 3886. Provided below is a brief discussion of the project intended to supplement the attached preconstruction notification (PCN) form. Pre - Application Meetings Sean Clark, PWS (SEPI), Chris Windley, PE, and Brian White, PE (McKim & Creed) met with Mr. David Shaeffer of the USACE and Ms. Cherri Smith of NCDWR on September 19 and 23, 2014 respectively. During the meeting with Mr. Shaeffer it was determined that the project would proceed using a separate NWP 12 for each separate impact location. Proposed stream crossings would be considered "bank stabilization" and not be considered permanent based on the proposed activity. These stream impacts would therefore not require stream mitigation. Mitigation for impacts to forested wetlands would be required. During the September 23, 2014 meeting with Ms. Smith, it was discussed that this portion of the CBWCSI had previously been approved along with the initial phase however only the initial phase had been constructed. All mitigation requirements for the construction of the initial phase have been met. Project Summary and Purpose CORPUD intends to construct Phase II of the CBWCSI which is proposed to extend from the intersection of Atlantic Avenue and Hodges Street between Hodges Road and Crabtree Creek to the north side of generation Drive in Raleigh, NC. The proposed project is meant to address two needs within the Crabtree Basin. The first purpose is to address the needs for wet weather wastewater capacity. The Crabtree Creek Basin has been identified by a Sanitary Sewer Capacity Study (SSCS), conducted by CDM and Hazen and Sawyer, as an area in need of wet weather capacity improvements. In order to maintain proper hydraulic capacity to convey wet weather flow during severe weather events, improvements need to be made to the existing gravity interceptors and siphons. The second purpose is to improve the wastewater capacity for future growth demands placed upon the system. As the population is predicted to be approximately 783,000 by 2030, the residential and commercial demands placed upon the system are expected to increase necessitating the need for a higher wet weather wastewater capacity. The existing system lacks the capacity to fulfill the needs of the predicted population growth of 2030. The completion of this project will greatly decrease the potential for overflow spills that would likely result from higher use demands. Protect History A request to permit both Phase I and 11 was submitted to the Corps and NCDWR (formerly DWQ) in June 2011. The NCDWR issued the final approval on August 11, 2011 (DWQ Project #11- 0567). The USACE approved Phase I (SAW- 2011 - 01748) but determined that Phase II would require a separate application. Subsequently, USACE provided update letters to SAW- 2011 -01748 on May 25 and September 20, 2012. The proposed impacts associated with this application have not been previously approved by the USACE. Proiect Impacts and Mitigation Phase I of the CBWCSI is expected to contain temporary impacts to streams and wetlands. In addition, there will be impacts to the Neuse Buffer. During the pre - application meeting with Mr. David Shaffer on September 19, 2014 stream bank stabilization and required mitigation was discussed. During the meeting it was agreed that it will not be considered a permanent impact since the riprap will not be placed in the stream bed. As a result, mitigation is not proposed for bank stabilization activities. Mitigation is proposed for the 0.13 acre wetland impacts to a forested /emergent wetland area (wetland area 2). Likewise, buffer mitigation is proposed for all parallel Zone 1 impacts not currently within existing maintained easement (See attached tables). Stream banks will be stabilized upon completion of each crossing. Likewise, wetland areas will be reseeded upon completion of each wetland crossing using a wetland seed mix. Avoidance and Minimization The proposed gravity interceptor has been designed at elevations deep enough to avoid inverted siphons at creek crossings along the proposed alignment. The existing interceptors currently utilize invert siphons to cross beneath Crabtree Creek and major tributaries because the gravity pipe is not deep enough to cross the creek on constant grade without being aerial across the creeks. The proposed interceptor design will eliminate the need for at least nine inverted siphons that would be required if the interceptor was designed at the same grade as the lower of the two existing interceptors. In addition to the avoidance and minimization incorporated into the project design, a wetland determination was conducted during the development of the preliminary project design. Avoidance of all impacts to waters of the US was not practicable. Based on the jurisdictional determination along with design considerations and other environmental considerations, the project alignment was selected to minimize impacts to waters of the US to the extent practicable. The City of Raleigh's (City) required minimum permanent easement width for a 54" gravity sewer interceptor is 60 feet. The permanent sanitary sewer easement for the Crabtree Basin project varies along the existing alignment but typically the sanitary sewer easement boundary is set 30 feet from the center line of the proposed interceptor unless an existing permanent sanitary sewer easement is closer. In that case, the new permanent sewer easement adjoins the existing easement. The intent is to provide the City approximately 30 feet of permanent sewer easement on each side of the proposed interceptor for a total width of 60 feet to allow for construction of the interceptor at the proposed installation depth. The width also allows for future maintenance and repair activities, if required. Due to proposed parallel construction to the existing interceptor, much of the existing sanitary 2 sewer easement is being used for the new interceptor, thereby reducing the amount of new impacts and required permanent easement.
