The applicant proposes to enlarge an existing basin, rriaintenance dredge within Ahe, basin, construct 3951inear feet �of' new bulkhead within,the basin and constructg 390 ft by,$ ft dock and make improvements to, an existing :6000 sq ,ft trawl supply buildi'ng� Field Investigation Report Page 2 Project Setting The site of °the proposed development is at 4457 Mill Landing Rd (NC 345),within the village of Wanchese in Dare County The site is ari existing commercial marina area and is adjacent to Mill Creek which connects to the Roanoke Sound The project site consists of four contiguous lots totaling 232,931 sq ft Elevation of the tract is approximately4 ft above normal water level There currently is very little vegetation on the tract just small areas of typical lawn grasses. Existing structures on this site consist of an existing dilapidated 'trawl supply building,, a restaurant, a rental home, a commercial marina consisting of-wooden docks and finger piers, fuel storage tanks, and two boat basins The site has 2,010 linear feet of shoreline most of which is bulkheaded and there Were no areas, of submerged aquatic vegetation observed. The waters of Mill Creek along the area of the applicant's property are closed to shellfish harvesting and are classified as SA waters by the Division of Environmental Management. There are no known, archeological sites of geologic formations associated with the applicant's property Development Proposal The applicant proposes to repair /replace an existing 5,8.68 sq ft trawl supply warehouse that is currently in poor condition The structure would not be expanded and would''rernain in the existing footprint and ,the existing ,use will not change The applicant also proposes to enlarge /widen an existing upland basin by excavating 3,80'0 sq,ft of shoreline The existing basin ,currently has ,an irregular fshorehine and has large, chunks of concrete litteri'ng the shoreline. The basin dredge - project would essentially maintain the overall basin footprint but would straighten the shoreline creating asymmetrical 75 ft by 378, ft basin The applicant would also dredge the existing basin depth The current depths ,range'from 3 ft ito 10 ft with an average depth of 5 5 ft The finished dredge depth proposed would be 8 ft and the project would generate 1,071 cu yd of dredge spoils,that would be disposed of off,site on land owned by the applicant The dredge spoil would be contained,using silt,fencing and would be allowed to,dry before transporting it offSite The, area to be used for spoil storage is an upland area and approximately 7,325 sq ft and more than 30 ft from NWL The applicant also proposes to construct 395 linear feet of bulkhead at an average and' maximum of 2 ft waterward ,of normal water level (NWL) The applicant'would ,also construct a 390 ft by 8 ft shoreline dock adjacent to this new bulkhead that would create an additional 4 slips within the basin an addition tothe existing 25 slips within the adjacent basin to the west Anticipated Impacts The proposed project would disturb approximately 790 sq ft of Estuarine Water Public Trust Areas of Environmental Concern (AEC) and disturb 5,925 sq ft of Estuarine Shoreline AEC associated with the bulkhead. The dock would shade 3,120 sq .ft of Estuarine Water Public Trust AEC. '-i Site 'Location The site is comprised of four lots totaling, 232;931 12 sf or 5 347 acres with' 2,010 linear feet of `shoreline along Broad Creek accessed via Mill, Landing Road (NCSR' 345) and roughly centered around latitude 35 84'14652,N and longitude 756232032 W (Figure 1- relevant,portion of USGS Quadrangle - Wanchese). The site i's, Wanchese Marina and comprises,the old "Jaws" Seafood and BBD Well Drilling Sites_ Existing Development and Site Conditions Existing development on site consists of recently repaired commercial marinas, restaurant.and fish house. The site owners, Wanchese Marina, LLC have cleaned up what was a defunct and dilapidated marina and eyesore The properties are best characterized as commercial marina and fish house An existing fish house and trawler supply is located along broad creek and there are two man made boat basins with long histories of maintenance dredging ,and commercial boat mooring opportunities. Issued Permits and Permitting History General CAMA permits were issued for maintenance of existing slips, dredging and some walkway repair Proposed Work The applicants (Burton Farm Development) propose to maintain the man -made basin to the south and "square up" the shoreline. Over the years concrete, steel sheeting and mix matched materials have been dumped along the shore for stabilization This permit request includes stabilizing the shoreline, installing a commercial walkway around the southern basin, maintenance dredge and dredge of 3,800 sf of uplands (mostly dumped materials and trash) to square up the basin. The intended use of the basin is mooring of large trawlers for refitting Excavation /Dredge Proposed construction activities include the maintenance excavation of an approximately 0 44 acre upland marina basin and excavation of adjacent uplands shoreline of 3,800 sf. Dredging will be performed using excavators and barges, All spoils will be placed on uplands'and allowed to dewater Suitable spoils may be used on site to level up the existing ground surface. The applicants hold title to an area adjacent to the Public Boat Ramp (adjacent to the old Moon Tillett Fish House) that has been used for spoils disposal before An exhibit showing the areas for spoils disposal is attached to this permit application Structures The basin will be bulk headed and ringed with a wooden commercial walkway as shown on the attached site plans Upland Development The existing fish house located adjacent to Broad Creek is currently being used as ,a trawling supply house.
