On August 8, 2014, the Division of Water Resources (Division) received your application dated
July 30, 2014 and public notice issued by the US Army Corps of Engineers and received on
August 29, 2014, requesting a 401 Individual Water Quality Certification from the Division for
the subject project. The Division has determined that your application is incomplete and
cannot be processed. The application is on -hold until all of the following information is
received:
Please provide a full -sized plan sheet showing the entire site with its storm drainage
system, including every inlet, outlet and conveyance device. Please show and explain
how stormwater management requirements have been met at every proposed outlet.

2. Mitigation is required for losses of greater than 1 acre of wetlands. Please provide a
mitigation plan that conforms to the requirements of 15A NCAC 02H .0500 for 1.2 acres
of wetlands. The mitigation plan may include payment to a local mitigation bank or in-
lieu fee program or on -site mitigation. [15A NCAC 02H .0502(h)]
• You have indicated that you are making a payment to the NC Ecosystem
Enhancement Program ( NCEEP), please provide documentation from NCEEP
indicating their willingness to accept your request to purchase 1.2 acre of
riparian wetland credit to mitigate for the proposed 1.2 acre of riparian wetland
impacts listed in your application.

Pursuant to Title 15A NCAC 02H .0502(e), the applicant shall furnish all of the above requested
information for the proper consideration of the application. |f all of the requested information
is not received inwriting within 30 calendar days of receipt of this letter, the Division will be
unable to approve the application and it will bereturned. The return of this project vxiU
necessitate reapplication to the Division for approval, including a complete application package
and the appropriate fee.
Please respond in writing within 30 calendar days of receipt of this letter by sending four copies
of all of the above requested information to the 401 & Buffer Permitting Unit, 1617 Mail Service
Center, Raleigh, NC27699'lG17.
Please be aware that you have no authorization under the Section 401 of the Clean Water Act
for this activity and any work done within waters of the state may be a violation of North
Carolina General Statutes and Administrative Code.
