PROJECT SUMMARY: The applicant proposes to create a subdivision consisting of six residential lots and three open space areas. Existing parking lots will be, removed and a new parking lot and access way will be constructed to service an existing beach club and pool. Proiect SettiOg Brian Rubino with Quible & ,Associates, on behalf of Pine Island Beach Club, LLC, has requested the attached application, be processed, for the redevelopment of a beach club, pool ,and parking area. The protect site is located 2.2 miles north of the Curntuck/Dare County line at 351 Ocean Trail (NC Highway 12) in Corolla adjacent the Atlantic Ocean in Currituck County, North Carolina. The site has 669' of ocean front shoreline. A portion of the existing parking area and sidewalks to be removed are located within the Ocean Hazard Area (OHA) of Environmental Concern (AEC) as identified in North Carolina Administrative Code 15A NCAC 07H.0304(1) and (2). All development within this AEC is subject to authorization,by the Division of Coastal Management. The 10.59 acre (461,492 ft2) ocean front site is currently developed with a community beach club budding, pool; beach access; wooden decks, stormwater pond, and an asphalt ,access road with a parking area and connecting concrete sidewalks. The existing development covers 89,112 ft2 or 19:31% of the property. Base Flood Elevation for this area is 12' above sea level creating a,primary'dune height of 1'8'. A primary dune runs the width of °this property and has a crest of 20' that is located just landward of the FLSNV. The properties to the north are single family residential lots with houses. To the south is a restaurant with an asphalt parking area that is scheddled'to be removed and converted to a single family lot with a house authorized under CAMA Minor Permit No. OB2014 -69 issued on September 5, 2014. Immediately south of the restaurant site is the Hampton Inn. Vegetation on the site consists of Sp_artina patens, eastern red cedar, golden rod, live oak, wax, myrtle and sea oats. According to the 2011 long term erosion rate -and setback factors, the erosion rate for this area is 2 ft/yr. The Ocean Erodible AEC extends 145' landward of the'FLSNV and the High Hazard Flood AEC extends 203' to ±353' landward of the FLSNV. The waters of the Atlantic Ocean in this area are classified as SB by the Division of Environmental,Management, and are open to shellfish taking. The existing stormwater system on the property was permitted via Stormwater Permit No. SW7020721 dated 30 September, 2002. Site elevations range from° 5' to 25' above sea level. Water to the site is provided by the Currituck County Water Distribution System. Wastewater treatment is provided by the Pine Island- Currituck, LLC Collection System, Permit No. WQ0018170. Development Proposal The applicant proposes to relocate the existing asphalt parking area to a location immediately landward of the existing pool and clubhouse. Three common areas will be created, two adjacent to NC Highway 12 (one containing the existing, stormwater pond and one, for a proposed�stormwater pond), and a third encompassing the dry sand beach waterward of the first.line of stable and natural vegetation along the oceanfront. A portion of the relocated parking lot as we'll as the new concrete sidewalks will be located in the OHA AEC.. Total land disturbance associated With the proposed development will be 3.97 acres (172,971 ft2) Total impervious surface proposed will be 79,111 ft2 or 17.14% of the site. This represents a reduction of 1 °0,001 ft2 of impervious surface. No new impervious surface is proposed within the OHA AEC. Anticipated Impacts The project as proposed will result in the disturbance of 3.97 acres as a result of the development.
