The existing site contains a beach club /pool and parking lots. The subject property is adjacent to the Atlantic Ocean to the east and Ocean Trail (NC 12) to the west. In general, elevations rise from the ocean's mean high water (mhw) line to a natural dune, then slope down to elevations along NC 12. There is an existing wet detention basin located on Phase 9 and permitted under NCDENR Stormwater Permit No. SW7020721. The project also has a large natural infiltration basin along the east side of Audubon Dr. The adjacent lot to the south of Phase 9 is Lot 2R in Phase 5a of Pine Island PUD. On Lot 2R, a residential dwelling is proposed to replace the existing diner and parking lot. Lot 2R (PI Diner, LLC) consists of a 3.4 acre parcel and is not part of this CAMA permit request. Proposed Work The proposed subdivision will consist of six (6) residential lots, a beach club open space and three (3) additional open spaces. This will include relocation (demolition and rebuild) of the existing parking lots to the beach club open space lot. The CAMA Major Plan includes all proposed new work. Also included with this submission is a reduced sized set of the Existing Conditions/ Demolition Plan, Grading and Drainage Plan and SESCP Plan. It is understood that the need for a CAMA Major Permit is that other state permits (Stormwater and SESCP) are required and this project is on the oceanfront where some land disturbance is within the Ocean hazard Srea of Environmental Concern (AEC) and new improvements are within the VE zone on the oceanfront. This project includes modification to the existing Stormwater Permit No. SW7020721 dated September 30, 2002. In the existing permit, the Pine Island Hotel, Flyway Grill, Beach Club & all associated parking are included in the impervious coverages. The primary method of stormwater collection and treatment from runoff of the impervious surfaces from the proposed project will be via overland flow and a pipe network to a wet detention basin and an infiltration basin. The wet detention basin will capture the stormwater runoff for the 6 proposed residential lots and the right of way while the infiltration basin will capture runoff from the beach club /pool, future building and parking lot. Lot 2R has been demonstrated to generate no stormwater runoff, but is included within the Stormwater Permit modification. These improvements will create additional stormwater runoff that the original permit does not cover. To accommodate the additional required amount of stormwater runoff, the existing wet detention basin is proposed to be expanded and an infiltration basin is proposed to be added. QUIBLE & ASSOCIATES. (19.31 %) and the proposed impervious coverage associated with this permit request is 79,111 sq.ft. (17.14 %). The reduction in coverage has to do with the area of the existing parking and roadway asphalt and sub -base demolition being greater than the new parking area. Eventually, each of the 6 residential lots will be built upon and separate CAMA Minor Permits will be requested by individual owners.
