Kevin,
I was looking over the information you provided on 8/17/2022. Everything looks good except for a few small issues:
Please correct the following:
- Part E-5 of the Application:
o Please include the total surface water area located within the total property area in this table. Surface
water area is the area between the banks of a blue line stream as shown on a USGS topographic map.
Per provided submittal items, there are surface waters located along the south and west portions of the
property area.
o The provided project density calculation appears to be incorrect. Since there is no existing BUA shown
on the plans or in the Application, the project density would be calculated using the following equation:
\[Proposed New BUA\] / \[Total Project Area\] * 100%. Using the provided values (432,115 sf for \[Proposed
New BUA\] and 589,367 sf for \[Total Project Area\]) does not result in a project density of 80%. Please
revise as needed. NOTE: This value is the density of the project area, not the density for the drainage
area to the proposed SCM.
- Please provide 2x hard copies of the site survey (attached) showing the bearings and distances for the project
area (2x hard copies of plan sheet C1.1, dated 6/15/22, were provided during the administrative completeness
review that show the bearings and distances for the project area, however this electronic file was not uploaded
(only the 8/15/22 version of plansheet C1.1 was uploaded and this plansheet does not show the full extents of
the project area))
- Please upload an electronic copy of the Secretary of State information (required per Part F7 of the Application).
This information did not appear to have been uploaded with the other items.
While not required to receive an Authorization to Construct (ATC) permit, the following items were noted during review
(NOTE: The ATC review/approval process is not a detailed engineering review, we are only looking to see if the proposed
design has the potential to meet the treatment requirements once completed, not to see if the proposed design will
actually meet all of the treatment requirements once completed):
- Please ensure that the latest version of the rules (The 2017 Rules) are being used. The rules can be found at the

program/stormwater-rules-and-regulations, the latest version of the Stormwater Design Manual can be found at

Form can be found at the following link: https://deq.nc.gov/about/divisions/energy-mineral-and-land-

- It is recommended to move the location of the outlet structure of the wet pond further away from the inlets of
the wet pond so as to avoid short-circuiting the wet pond (required per Wet Pond MDC 4).
Please provide the following:
- 2x hard copies & 1x electronic copy of the revised pages of the ATC Application form.
- 2x hard copies of the attached site survey.
- 1x electronic copy of the Secretary of State information

- 2x hard copies & 1x electronic copy of any other items needed in order to address these comments.

Hand Delivery:

will be able to receive the submission. Do not leave the package in the foyer with the security guard.
NOTE: Hard copies should not be sent to a Regional Office. Doing so will delay the review process and the
submission package may be lost while being sent from the Regional Office to me in the Central Office.

Since these are really minor things, once I get the hard copies, anything else that may have changed from addressing
these issues, and the documents are uploaded to Laserfiche (Provided everything is still in order), we can issue the
permit without doing another formal review.
