Priortoconstruction,theParcelwasanagriculturalfieldusedforcropproduction,primarilycornand soybeans.TheParcelwasrestoredtoprovideecologicalandwaterqualityenhancementstotheNeuse RiverBasinbycreatingafunctionalripariancorridor.Approximately23.553acreshavebeenprotected withapermanentconservationeasementalongThoroughfareSwamp(A2),oneunnamedtributary(B), andoneephemeralchannel(A1).ProjectfeaturesontheParcelhadlittletonoexistingriparianbuffer exceptforthreeseparate,individualrowsofmaturetrees.Aconservationeasementwasrecordedon theParcelinJanuary2020. 1.2BankSponsor TheThoroughfareSwampMitigationParcelisapartoftheBank.TheMitigationBankingInstrument (MBI)fortheBankwassignedinNovember2019. FromRaleightakeI40E.Continuefor42.7miles,thentakeexit341tomergeontoNC50S/NC55E towardsNewtonGrove.FollowNC50Sfor1.3miles,atthetrafficcircletakethethirdexitontoNC50 S/NC55E/Mt.Olive,andcontinuethisroutefor6.7miles.TurnleftontoDobbersvilleRoad,theproject islocated0.4milesdowntheroadontheleft(35°ЊЍ͸В͵АЉ͸͸N,78°ЊЎ͸Ѝ͵ЍЍ͸͸W). 1.5ProjectDesign Approximately23.553acresareprotectedinaconservationeasement.TheParcelwillgenerate13.046 acresofNeuseriparianbuffercredits.Additionally,theParcelwillgenerate7.725acresofnutrient offsetcredits,whichcreates17,559.07poundsofnitrogencredits.Parcelcreditgenerationisshownin Figure3.TherevegetationplanfortheParcelincludedplantingofbareroottreesandcontrolling invasivespeciesgrowth.BareroottreesselectedfortheParcelwerenativebottomlandhardwood speciestypicalforCoastalPlaincommunitiesasdefinedbySchafale(2012).Adjacentforestedareas werealsousedasareferencefortheParcel.TreespeciesselectedforplantingontheParcelaswellas sizespecifications,plantingdensity,andplantcompositionaredetailedinTable2. Ifvegetativesuccesscriteriaarenotachievedbasedonacreagedensitycalculationsfromcombined monitoringplotsovertheentirerestorationarea,orifaninspectionofabufferrestorationsiteindicates thatportionsoftheParceldonothavesufficientstemdensitiesorareotherwisedeficient, supplementalplantingshallbeperformedwithtreespeciesapprovedbyNCDWR.Supplemental plantingshallbeperformedasneededuntilvegetativesuccesscriteriaaremet.Noquantitative measurementsofherbaceousassemblageswillberequiredtomeetthevegetativesuccesscriteria. 2.2DescriptionofSpeciesandMonitoringProtocol ThequantityofmonitoringplotswasdeterminedinaccordancewiththeCarolinaVegetativeSampling (CVS)Protocols(LevelsII)suchthatatleast2percentoftheParcelisencompassedinmonitoringplots. Atotalof17plots(10metersby10meters)wereestablishedwithinthecreditgenerationarea.PVC pipewasusedtomarkthefourcornersoftheplots.MonitoringplotlocationsareshowninFigure4. GPSpointsweretakenateachofthecorners.Areferencephotowastakenfromthesouthwestcorner ofeachplot(AppendixD).Allplantedstemswithintheplotsweremarkedwithflaggingtapeand recorded.Totalnumbersoftreespeciesplantedwithinthemonitoringplotsaswellasplantingdensity andplantcompositionaredetailedinTable4.DetailedresultsoftheMonitoringYear3stemcountare summarizedinAppendixC. The2022vegetationmonitoringresultedinanaverageplantedstemdensityof578stemsperacre,with individualplotdensitiesrangingfrom445to607stemsperacre.Bothindividualandaverageplot densitieswellexceedthefinalrequirementof260stemsperacre.Inventoryofvegetationplot5shows thatthereare44loblollypine(Pinustaeda)stemswithintheplot.Manyofthesestemsareshorterin height,withthemajorityfallingbetween50137centimeters.Plantedstemswithintheplotaretypically taller,withanaverageheightof191centimeters.Thissuggeststhattheloblollypinestemsarenot ThoroughfareSwampMitigationBankParcel Page4 MonitoringYear3Report outcompetingplantedstems.Additionally,eachofthe15originallyplantedstemsarealive.Theplotwill continuetobeassessedtoensuretheloblollypinestemsdonotbegintonegativelyimpactplanted stems,atwhichpointaselectiveremovalwilltakeplace.
