Ma ENVIRONMENTAL CONSULTING MOGENSEN MITIGATION, INC 19 September 2022 David Brown US Army Corps of Engineers 151 Patton Avenue, Room 208 Asheville, North Carolina 28801-5006 Subject: PJD Request and ePCN for Cascade Lake Dam repairs, Transylvania County NC Dear David, On behalf of Cascade Power Company, we are submitting this Preliminary Jurisdictional Determination (PJD) Request package and e-PCN (NWP-3) for the proposed structural stabilization improvements needed to meet NC Dam Safety Program requirements at Cascade Lake Dam. I am the environmental consultant handling delineation and permitting tasks for Schnabel Engineering, the firm designing the repairs. Lisa Pickelsimer is the applicant/owner and president of Cascade Power Company. The hydropower plant below the dam ceased operating decades ago, and there is no plan to restore hydroelectric generation; the lake will be used for recreational uses. Cascade Lake Dam is on a 677 acre parcel (PIN # 9515-61-1020) six miles east of Brevard in eastern Transylvania County. The parcel includes the majority of Cascade Lake to a point 6,800 feet upstream of the dam, and 1,200 feet of Little River below the dam. Our PJD review area for this project is limited to approximately 1.2 acre, extending 80 feet upstream and downstream of the dam. The dam has a low-level gated outlet at elevation 2185 ft that releases base flow, and a two -stage concrete spillway. The lower spillway is at elevation 2225 ft (normal pool stage) and is 20 feet long; the higher spillway is at elevation 2226.5 ft and is 150 feet long. An excellent 90-second drone video by Gregory George on YouTube shows the low-level outlet and both spillways operating: https://www.youtube.com/watch?v=G2mvbo3zRfE Features Potentially Subject to Clean Water Act Regulation Potential jurisdictional waters in the PJD review area are limited to Cascade Lake (open waters, normal pool = 2225 ft) and Little River below the dam (perennial stream, average width = 100 feet at OHWM). There is no wetland and no mapped hydric soil in the PJD review area. NRCS-mapped soils are Chestnut-Edneyville complex, Ashe-Chestnut complex, and Evard loam; all are steep -slope rocky soils. Just below the dam the river cascades over steep bedrock and boulders, dropping 30 feet in elevation along the first 400 foot reach within a steep -walled ravine. We did not flag the OHWM boundary, which is mostly on bare rock; the OHWM mapping provided is approximate. The lake and river are designated Class-C-Trout waters in USGS HUC # 06010105-0204 (above dam) and 06010105-0205 (below dam). Proposed Scope of Work and Impacts to Waters Environmental Field Studies ■ Wetland & Stream Delineation ■ 404-401 Permits ■ Mitigation Plans & Banking MOGENSEN MITIGATION INC. A stability analysis by Schnabel Engineering revealed that the concrete base of the dam is not keyed into the underlying bedrock and is susceptible to sliding which could cause dam failure. To stabilize the dam, Schnabel proposes to install a series of 14 post -tensioned anchors vertically through the spillway crest down into the underlying bedrock, spaced at 10 to 20 ft intervals. Each anchor will be installed inside a 9- to 10-inch diameter vertical boring and will include 20 strands of reinforced steel rods, grouted, capped and sealed with a reinforced concrete encasement. Anchor lengths vary from 47 feet near the ends of the spillway to 105 feet near the middle, and will extend approximately 40 feet into the bedrock. The anchors will not directly affect jurisdictional waters, as the dam crest and footprint are not considered jurisdictional features. Access for the drilling equipment will be from the dam abutments and from a barge floating in the lake. The left (west) abutment provides access from the adjacent upland directly onto the dam crest. Access from the right (east) abutment will require placing riprap in the lake pool between the upland and the lower spillway, resulting in 480 sq.ft (0.011 acre) of permanent impact to open waters. The lake pool level will be temporarily lowered a few feet while the anchor installation work is ongoing by using the existing low-level drain gate and supplementary siphons and/or pumps as needed. A new warning barrier for boaters will also be installed approximately 600 feet upstream of the dam, in a similar location to the existing warning barrier. The proposed warning barrier consists of float -mounted signs interconnected with cables, with the cables anchored to the shoreline (upland) on each side. These floating structures are not considered as impacts to jurisdictional waters. A Preliminary Jurisdictional Determination (PJD) provides an indication that there may be "waters of the United States" or "navigable waters of the United States"on a property.
