I am writing today in response to the notice in the Cashiers Chronicles relative to the renewal of
the Cullasaja Club (CC) WWTP permit for the discharge of effluent into Norton Mill Creek. Thank
you for the opportunity to comment.
Permit me to offer a bit of background. Norton Mill Creek originates on Wildcat Ridge between
Whiteside Mountain and Blackrock Mountain straddling Macon and Jackson counties and the
Eastern Continental Divide. It is a small stream at its origination where the CC discharge enters
it, and it flows through Whiteside Cove and then enters the National Wild and Scenic Chattooga
River. Saying the stream is beautiful understates the case. It is supposed to be protected under
North Carolina law as a High Quality Water.

perty adjacent to Norton Mill Creek for over 80 years. The stream is

regularly used by children as recreational waters. I can't overstate what a treasure Norton Mill
Creek is to Jackson County and the state of North Carolina.
I am attaching some pictures taken in July 2021 and also August 2022 showing the congestive
aquatic plant growth that clogs Norton Mill Creek in Whiteside Cove. I note in the published
notice of the draft permit that NCDEQ recognizes that the amount of ammonia nitrogen in the
stream is too high and the amount of dissolved oxygen is too low for the stream. I understand
that nitrogen is a fertilizer component that leads to excessive aquatic vegetative growth that
depletes the amount of oxygen available to other aquatic life in the stream. With this in mind,
it is vital that any new WWTP permit for CC include strict limits on the amount of nitrogen that
can be contained in its effluent. It is my understanding that modern technology exists to
accomplish that, so I trust the NCDEQ will require CC to modify its WWTP treatment system to
reduce the nitrogen content of its effluent. It is my understanding that the Cashiers WWTP's
permit for discharge into the Chattooga River has strict nitrogen limits, so there is no reason
that the Cullasaja WWTP permit should not have the same or perhaps stricter limits given the
smaller assimilative capacity of Norton Mill Creek.

We would also think there is the opportunity for CC to spray at least some of its effluent on
their golf course as a win-win means of fertilizing its grass and reducing the polluted waters
that are discharged to Norton Mill Creek via an interbasin transfer. We hope that the North
Carolina Environmental Management Commission will use good judgment and best efforts to
require reasonably strict limits and controls in any permit renewal, monitor the organization's
compliance, and periodically test the waters of Norton Mill Creek to assess the impacts on it of
CC WWTP effluent discharges, particularly those in the summer months.
