I. General Information
Facility Name: Rose Hill Wastewater Treatment Plant
Responsible Entity: Town of Rose Hill

The Town of Rose Hill operates and maintains a sewer collection network of
approximately 12 miles of gravity sewer, approximately 6 miles of sewer force main,
11 duplex pump stations and all associated piping, valves, and appurtenances
required to make a complete and operational wastewater collection system to serve
the Town of Rose Hill.
The Rose Hill Collection System NPDES Permit was set to expire on March 31, 2021.
The Town of Rose Hill submitted a Collection System Permit Renewal Package on 27
NOV 2020 with the new permit running from 01 APR 2021 to and including 31 MAR
2028 (seven years). The annual permit fee ($810.00) was paid on 02 APR 2021, and
again on 09 MAR, 2022.
The Town of Rose Hill currently monitors 2 SIU's (Significant Industrial Users) in its
Pretreatment Program. The processed water is conveyed through the collection
system to the WWTP.
The sewage and wastewater collected by this system is treated at the Rose Hill
WWTP which is located on NC SR 1931 (287 Charlie Teachey Road, Rose Hill, NC) in
Duplin County and the discharge of the treated water is into the Reedy Branch which
is classified as Class C-Swamp waters in the Cape Fear River Basin.
II. Performance
The wastewater collection system is effectively managed, maintained and operated
at all times to prevent neither SSO (sanitary sewer overflow) to land or surface
waters nor any groundwater. Through out the year various lines are cleaned of solids
to prevent sewage back up in the lines. In addition, the lift stations are cleaned
annually with grit removal.

The wastewater collection system is required to monitor the wastewater for various
results on a daily, weekly, monthly, and annual basis. The town also includes
educational information bi-annually on water bills dealing with issues of the
collection system.
Public Utilities Department completed approximately four repairs on sewer lines each
month; and pulled and repaired five submersible pumps at lift stations.
Highlights: An asset management plan and an initial infiltration/inflow study were
completed under contract by McGill Engineering Associates at an expense to the
Town of $38,000; a $150,000 Asset Inventory Grant was awarded to the Town in
May—but this work has not started because NCDEQ has not sent the grant contract
back to the Town; purchased a brand new sewer jetter ($60,000); prepared and
submitted an $8.6 million Sewer Line Rehabilitation Grant Application in May, 2022—
for American Rescue Plan Moneys, but this was not funded by the State of North
Carolina.
III. Notification(s)
Notification of this report will be noted on the November 30th 2022 monthly utility
bill, placed on the Town's Website November 30th 2022 and a notice was issued in
October 1st 2022 on the CCR that this annual report would be available on October
1st, 2022.

best of my knowledge. I further certify that this report has been made available to
the user/customers of the Town of Rose Hill WWTP and that those users have been
or will be notified fit vailability.
