ORC indicated "As reported to the Mooresville Regional office, effluent results for the week of July 3rd through July 9th were
above the weekly average BOD limit of 7.5 mg/L. Two Rivers Utilities staff have performed extra testing, reviewed plant
operations and investigated industrial discharges, but so far been unable to determine the cause of this exceedance. HDR
Engineering has been contracted to assist with a review of plant operations and influent sources in an effort to determine the
source of periodic higher BOD in the plant effluent."
