Total project length is 0.587mi. This project will impact jurisdictional water features and wetlands: Permit Site #2 Roadwa Station Existin Culvert Pro osed Ci Sta. 40+10 -L- 48 LF 24" RCP 2(84 LF 30" New Stream Impacts = 28 Linear feet (downstream onlv) Crossin Roadwa Station Esistin Culvert Pro osed Culvert Permit Site #1 Sta. 26+31 -L- 44 LF 24" RCP 76 LF 30" RCP New Surface Water Impacts = 0.01 acres (downstream onlv) New Wetland Impacts = 0.07 acres P. The project is located within the 03030004 Hydrologic Unit, sub basin 03-06- 14. Both permit sites aze unnamed tributaries of Anderson Creek, (C ). NC 210 has an average daily travel usage of 6800 per day. The section of roadway between SR 2048 and SR 2047 has an unusually high amount of reaz end collisions. This can foreseeably be corrected with the addition of a turn lane. Permit Site #1 Is located between Station 25+96 through Station 26+65 -L- (Lt) and will incur both wetland and jurisdictional tributary impacts. A jurisdictional tributary begins at the end of the existing pipe at Station 26+31. Headwater wetlands are located both up and downsiream. For the necessary length increase required for the turn lane a 76 LF 30" RCP will replace the existing 44 LF 24" RCP. A total of 0.01 acres of surface water impacts will result from the increased length downstream. A total of 0.03 acres of wetland impacts will be incurred and are broken down as the follows: O.Olacres of wetlands impacts will result due to fill (location of culvert); 0.01 acres of wefland impacts resulting from mechanized clearing and 0.01 acre will be excavated far cut sections to facilitate drainage. Dewatering impacts have been figured into the permanent fill numbers, as rip rap sha11 be placed on `the banks only' after culvert installation is completed. Permit Site #2 impacts upon 0.04 acres of wetlands from Station 38+58 to Station 40+46 -L- (Lt); ofthe total O.Olacres is from excavation, 0.02acres is from mechanized clearing and OAlacres from fill associated with pipe extension upstream only. At Station 40+16 an intermittent stream channel begins at the end of the existing culvert and will result in 28 LF of stream impacts downstream only. A proposed 2(84 LF 30" RCP) will be installed to replace the existing 48 LF 24" RCP. All necessary NCDOT BMP's will be installed to protect the environmental features. Dewatering impacts have been figured into the permanent fill numbers, as rip rap shall be piaced on `the banks only' after culvert installation is completed. RESOURCESTATUS In general, there will be minimal impacts proposed as a result of the replacement of the culverts and wetland fill associated with W-5206Q in Harnett County. A Nationwide Permit # 14 / NCDENR 401 WQC 3886 is required for the project. Endangered Species: Plants and a.uiinals with Federal classification of Endangered (E) or Threatened (T) aze protected under provisions of Section 7 and Section 9 of the Endangered Species Act of 1973, as amended. As of September 22, 2010, the U.S. Fish and Wildlife Service lists four (4) federally protected species for Harnett County. T(S/A)- Threatened due to similariry of appearance, a species that is threatened Due to similarity of appeazance with other raze species and is listed for its Protection. These species aze not biologically endangered or threatened and Are not subject to Section 7 consultarion. A biological conclusion of "No EffecY' was reached for all species during the February 7, 2013 survey for protected species. Protected species were not identified, nor, was the general habitat for each species identified. REGULATORY APPROVALS Application is hereby made for a Department of the Army Nationwide Permit 14 / NCDENR 401 WQC 3886 as required by the above-described activities. The National Register was reviewed in addition to conducting a field view of the project far significant historic features. The proj ect impacts are minor in nature and should not remove or degrade existing water quality uses. Pipe sizes proposed aze the minimum necessary to create a safe highway while accommodating the 50-yeaz design storm. By utilizing the erosion control measures, downstream water quality standards will be protected. All appropriate BMP's will be utilized during conshuction. Attached is a Preconstruction Notification Form, plan sheets, marked county road map, quad location map and photographs. Valley Road is a dirt road that is the entrance into a medium size trailer park. Most of these driveways (19 total) are located within 600ft or less of eachother. The topograhpy within this area is also a factor with elevational changes up to 20feet and rolling hills blocking open site distance. 3b. Describe the overall project in detail, including the type of equipment to be used: This section of roadway will be widened up to 12feet in sections to allow for the addition of a tum lane. 2 foot widening will also take place to increase the width of the roadway and allow for safer turing movements. Impacts will be minimized as much as possible. The culverts will be replaced utilizing a track-hoe excavator. While front end loaders will place fill material.
