Files indicate that the facility has been in violation of permitted limits, especially TSS, in 1996. The facility is experiencing problems with treatment during peak flow periods, and it was suggested to the permittee that flow equalization be investigated and a flow recorder be installed. The ammonia limit at 0.12 MGD was previously permitted as a year-round limit. No basis for a year-round limit was outlined in the wla. Therefore, per current SOP for ammonia/tox. limits, the ammonia limit has been set for the summer, and monitoring only is required for the winter. P&E recommends renewal of permit with changes noted above.
