Dear Mr. Holcomb:
In accordance with the application for a permit modification received on April 16, 1997,
the Division is forwarding herewith the subject NPDES permit. This permit is issued pursuant
to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of
Agreement between North Carolina and the U.S. Environmental Protection Agency dated
December 6, 1983.
Your modification request was for the relocation of the discharge from a UT to Huffines
Mill Creek (a low flow stream) to Huffines Mill Creek proper and an increase in flow to 0.010
MGD. In support of this modification a detailed alternatives analysis was submitted to the
Division on December 20, 1996.
If any parts, measurement frequencies or sampling requirements contained in this permit
are unacceptable to you, you have the right to an adjudicatory hearing upon written request
within thirty (30) days following receipt of this letter. This request must be in the form of a
written petition, conforming to Chapter 150B of the North Carolina General Statutes, and filed
with the Office of Administrative Hearings, Post Office Drawer 27447, Raleigh, North Carolina
27611-7447. Unless such demand is made, this decision shall be final and binding.
• Please take note that this permit is not transferable. Part II, E.4. addresses the
requirements to be followed in case of change in ownership or control of this discharge.
This permit does not affect the legal requirements to obtain other permits which may be
required by the Division of Water Quality or permits required by the Division of Land
Resources, Coastal Area Management Act or any other Federal or Local governmental permit
that may be required.

SUPPLEMENT TO PERMIT COVER SHEET
Rockingham County Board of Education
is hereby authorized to:
1. Continue to ,operate an existing 0.0037 MGD wastewater treatment system consisting of a
septic tank, dosing chamber, sand filter and chlorination with contact chamber located at
Bethany School, intersection of NC Highway 65 and NCSR 2316, Bethany Community,
Rockingham County (See Part III of this Permit), and
2. After receiving an authorization to construct, relocate the discharge to Huffines Mill Creek,
and expand to 0.010 MGD, and
3. Discharge from said treatment works at the location specified on the attached map into an
unnamed tributary to Huffines Mill Creek which is classified Class C waters in the Roanoke
River Basin.

The following are permit renewals for seven Rockingham County schools to discharge into a UT
to Rockhouse Creek, UT to Rock Creek, UT to Carroll Creek, UT to Huffines Mill Creek, UT to
Wolf Island Creek and a UT to the Dan River all within the Roanoke River Basin. As per Bill
Holcomb the Associate Super intendent of Rockingham Schools, all schools are currently under an
SOC to cease discharge no later than September 30,1999. If a county bond is passed on November
1,1996, Lincoln School, Happy Home School and Sadler Elementary School will be combined to
discharge to a converted non discharge system at Lincoln School on or before September 1999. If
this bond does not pass each school will cease discharge by spray irrigation or subsurface
disposal on or before September 1999. Rockingham County High School, Wentworth Elementary
School and County Center will be tied into the Town of Wentworth sewer system or cease
discharge by spray irrigation or subsurface disposal by 1998. Bethany Elementary is scheduled to
cease discharge by spray irrigation or subsurface disposal by September 1997. The 98 deadlines
for Wentworth Elementary, County Center and Rockingham County High School are requested
extensions from the SOC elimination deadlines. As per Michael Lewandowski of the compliance
group no extensions have been granted beyond the SOC deadlines. The attached permits for
Rockingham County Schools reflect the previously phased tertiary treatment limits. Specific
dates for meeting tertiary limits were incorporated in the previous permits, so these permits do
not contain any alternative analysis language. The only changes are to update monthly ammonia
limits to 2 & 4 mg/1 and update monitoring frequencies as necessary. Facility class must be
verified for all schools.
