In accordance with your application for discharge permit received on February 17, 1997
by the Division, we are forwarding herewith the subject permit to discharge under the subject state
- NPDES permit. This permit is issued pursuant to the requirements of North Carolina General
Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the U.S.
Environmental Protection Agency dated December 6, 1983 and as subsequently amended.
Per Mr: Steven Hill's letter, received August 12, 1997, the following changes to the Draft
Permit have been made and are listed:
• The modification language noticed in the newspaper was a mistake. The information was
not updated prior to the notices being published. The Division is aware that the facility
currently operates with a flow limit of 0.080 MGD.
• As Ms. Kerry Becker instructed, continue to write <100 on your DMR forms for the Total
Residual Chlorine reading. Part II, Section D. 4. of your permit states that 'the most
sensitive approved method may be used' for detection; your meter was the most sensitive
method at the time of your purchase. Reasonably priced equipment may be available in the
near future that will be able to detect chlorine at a lower level, at that time your facility may
be required to upgrade your equipment.
• The Total Residual Chlorine monitoring requirement will remain at twice per week.
• The temperature monitoring requirement has been changed back to once per week.
• The pH limit has been removed. This requirement was inadvertently added to your permit.
If any parts, measurement frequencies or sampling requirements contained in this permit
are unacceptable to you, you have the right to an adjudicatory hearing upon written request within
thirty (30) days following receipt of this letter. This request must be in the form of a written
petition, conforming to Chapter 150B of the North Carolina General Statutes, and filed with the
Office of Administrative Hearings, Post Office Drawer 27447, Raleigh, North Carolina 27611-
7447. Unless such demand is made, this decision shall be final and binding.

Please take notice that this permit is not transferable except after notice to the Division of
Water Quality. Part II, E.4. addresses the requirements to be followed in case of change in
ownership or control of this discharge. The Division of Water Quality may require modification
or revocation and reissuance of the permit.
This permit does not affect the legal requirements to obtain other permits which may be
required by the.Division of Water Quality or permits required by the Division of Land Resources,
the Coastal Area Management Act or any other Federal or Local governmental permit that may be
required.

N Sk-k-rQ— This week 1 received the DRAFT Permit for our Waste Water Plant.. Our Permit No. is NC0024376.
'There arc several questions I have concerning the proposed permit., Thc first is on the Iasi page of tllc permit
under Public Notice. Thc Draft states we are requesting a permit modification of a flow expansion from
l/4(trt6tg 0.020 MGD to 0.080 MGD. This is not true. Three years ago we expanded our plant and increased to a
MGD Plant. We are just requesting to renew our existing permit,
Secondly, on the Effluent Limitations Chart the Total Residual Chlorine has changed to twice a week
Wtt,,vv instead of daily. 1 would like to thank you for this. Our Chlorine Meter reads in rng/I. not in net I have
Y(24,t,t.tr4_ talked with Kerry Becker from the Regional Office about this in the past. In order to buy a meter that will
I (1 ;'n C read that low would cost well ovc-r a thousand doliers. We bought the meter just before the completion of our
I I� plant expansion three years ago. At that time the Chlorine was being read in mg/I, however after our
1 ai l",11(a modification of the plant our permit changed to read in ug/I. Kerry instructed me to record on my DMR <100
for the Chlorine because that is as low as I can read. We also use tablet chlorinators and dechlorination. 1t is
t(Lko very difficult to have a consistent Residual level, Depending on how much water is leaving the plant
determines how many tablets are in contact with the effluent, 11 is consistent however to obtain a sample on
any given day that is below 100 ug,/l. 1 do not understand the importance for checking this daily as per our
existing permit, weekly would seent adequate to me. We normally operate the plant with one more tube of
tables for the deohlorination than we do for the chlorination, even though theoretically they work on a one to
one ratio. Because this is a Camp we also have very fluctuating flows. Tn the summer we run around 35,000
GPD. In the School Year we ntn around 6,000 GPD. Then from Thanksgiving through Fehniary were lucky
to have 1000 GPD. The Flows also affect the Residual Chlorine and there is no reason to check it when
there is only 1000 GPD. Could our permit be changed to weekly for the Total Residual Chlorine?
r -- Third, the Temperature Characteristic has changed from Weekly to Daily. To operate the plant we
��n�S t don't need to know the temperature of the effluent. We do nortnally check the temperature in the aeration
y� p � basin. These two temperatures arc normally within 3 degrees of each other.Depcnding on the time of year
\ '� (iii,there is no reason for us to take a temperature reading in the aeration tank nor in the effluent (especially in the
1Y��t 11ywinter months) . We generally never rend the Effluent temperature except for meeting the DMR
'3 requirements. 1 would like to see this changed back to once a wcck.
The Fourth item to mention is in the Notes section of the Effluent Limitations. The second note
states that the pH shall not be less than 6,0..standard units. Ain T right in saying thatif our effluent pi I is
���recorded at less than 6,0 we are in violatibtrof'our•permit? Looking back over previous DMR's we would be
t in violation of this quite a few months out of the year. Our water system is in the process of being changed
to l— p f over to a Community Water System. We will he within the next few months starting to add Caustic Soda to

our drinking water to raise the pH. At present the biggest problem we face in operating the Waste Water
Plant is keeping the pH level around 7.0. Our plant runs well when the pH is above 6,5, however our
drinking water usually is never higher than that. We add Sodium Bicarbonate just about every day in order to
keep the pH up. We are adding approximately 50 lbs, of Sodium bicarbonate per day right now. I'm just
concerned that even though we try keeping the pH level up we will violate our permit numerous times if 6,0 is
our low limit. At present, the summer is the hardest time for us to control the pH. We used to use Hydrated
Lime but have found that the Soda works better.

Cashiers Wastewater Treatment Plant on NCSR 1113 in Cashiers, Jackson County.
The facility discharges 0.100 MGO of treated domestic wastewater from one outfall
into an unnamed tributary to the Chattooga River, a Class B-Trout ORW stream in

Subbasin 03-13-02 is located near the southern border of North Carolina and flows into the far
western section of South Carolina. The major rivers in the subbasin are the Toxaway,
Horsepasture, Thompson, and Whitewater Rivers. Most of the land area is forested and there are
no large towns. In 1985 and 1986, 4.5 miles of the Horsepasture River below North Carolina
Highway 281 were included in the North Carolina Natural and Scenic Rivers system and in the
National Wild and Scenic River system.

E. Disinfection Condition
In the event that violations of the fecal coliform requirements of the North Carolina water aguae
standards occur as a result of this discharge, disinfection will immediately be required n
permit amended to establish a coliform effluent limitation.
F. Phased Construction Condition
If this facility is built in phases, plans and specifications for the next phase shall be submitted when
the flow to the existing units reaches 80% of the design capacity of the facilities on line. At no time
may the flow tributary to the facility exceed the design capacity of the existing units.
