The homeowner is looking into moving the retaining wall and patio outside of the buffer. First, you will need to fill out and sign the attached Catawba Riparian Buffer form. I've attached it in two formats, but just use the one that works best for you. Second, both the wall and the patio are not something that can be approved in the buffer. They would be impervious surfaces in the buffer and prevent the dispersed flow of water throughout it. The purpose of the buffer is two -fold: 1) to maintain dispersed flow and prevent erosion into the lake, and 2) to increase nutrient (like Nitrogen, Phosphorous, etc.) uptake via plants before it reaches the lake and causes algal blooms. The walkway can be approved as that is allowed in the Catawba Riparian Buffer Rules, however the rest of the project cannot. Please let me know how you would like to proceed.
