Dear Mr. Turille:
The Division of Coastal Management Wilmington Regional Office received a complete
application on August 27, 2014 from the Town of North Topsail Beach for a proposed Sand
Tube Revetment, which was circulated to the State and Federal commenting agencies for review.
On September 17, 2014, a modification to the original proposal was received by the Division
requesting the placement of approximately 35,000 to 50,000 cubic yards of sand on the
oceanfront to assist in the construction of the proposed Sand Tube Revetment project. It was
determined on September 18, 2014 that the proposed modification was a significant change in
the design of the project and would require a re- submittal of the permit application to include re-
notification to adjacent property owners, as well as a new public notice and comment period.
On September 22, 2014 the Division received notice that the Town no longer wished to
pursue the Sand Tube Revetment and would be submitting a new CAMA Major Permit
Application requesting a sand bag structure. Due to this, the Division is retiring the original
application and will be informing the State and Federal commenting agencies this permit request
is no longer valid.
