I recommend you all look through what DWR has, and then we can have a virtual meeting to discuss what you have found and next steps to proceed. Follow the 8 steps below to gain access to the electronic files for this bank. 1. https://edocs.deq.nc.gov/WaterResources/?dbid=0&repo=WaterResources 2. When you go to the link, click “Sign Out” at the top RIGHT hand side of page. Then, when prompted, click SIGN IN (all fields in this window should already be filled in) 3. Click on the link below the Search field that says “401/Buffer Projects” 4. Click on the Folder Name 2008 5. Click on the Folder Name 20080511 6. Click on the Folder for Ver 1 (Contentnea Bank) 7. There are 5 additional folders within this folder: CLCC Credit Ledgers, Credit Releases, L1 L2, L-8 Tract, Monitoring Reports/Review. There are also individual files within this folder as well. 8. Click on any file you want to see. I recommend you look at the Document Date for each file so you know when it was received. I think this will help you all as you determine what DWR is still in need of in order for GES to receive the credits they are wanting. Now that I have my documentation in order my plan is to arrange for a site visit and show the NCWLF all of the tracts I believe are eligible for transfer. I.. Maps referenced in the easement are also attached. I am using a February 10, 2010 letter from Ian McMillian as my reference point for this email. The letter states tracts L-1 , L-2 L-10 , and L-11 that Conservation Easement had not been executed and credits could not be generated until these tracts were brought under easements. According our records tracts L-1 , L-2 , and L-10 all were released from subordination and we were able to place these tracts under conservation easement. I will forward emails from Kelly documenting these tracts are under easement and are eligible for full credit releases As to tract L-11, as of today I have not been successful in researching the FATE of this tract. As we discussed the Stokes divorce proceedings during this time frame complicated GES ability to secure easements for the property we purchased ( ie tract L-11 being one of our purchases ). I plan on making a trip to the Greene County Records Office in an attempt to determine the status of tract L-11. Where this leaves us , in my opinion, is once tract L-11 status is determined we should be able to reach agreement on credit releases, and which tracts should be transferred to a permanent easement holder .
