The purpose of the proposal is the modification of the Division of Mitigation Services In-Lieu-Fee Program Instrument to
add an additional mitigation site to generate mitigation credits that may be used to provide compensatory mitigation for
unavoidable impacts to streams and wetlands associated with Department of the Army permit authorizations pursuant
to Section 404 of the Clean Water Act. The Riverbend Mitigation Site proposes restoration and enhancement of
approximately 2,375 linear feet of stream and re-establishment, rehabilitation, and enhancement of approximately
14.66 acres of wetland. The major goals of the proposed stream and wetland mitigation project are to provide ecological
and water quality enhancements to the Catawba River Basin while creating a functional riparian corridor at the site
level. This will be accomplished by removing livestock access, restoring and enhance native
floodplain/hydrophytic vegetation, creating stable stream banks, improving stream habitat, filling drainage ditches,
removing field crowns, treating invasive species, and protecting the site in perpetuity through establishing a
conservation easement.
