Comments from the NCWRC are provided in accordance with provisions of the Fish and Wildlife Coordination Act (48 Stat. 401, as amended; 16 U.S.C. 661-667d), North Carolina General Statutes (G.S. 113-131 et seq.), and the North Carolina Administrative Code 15A NCAC 10I.0102. Indian Creek is a small stream that supports a wild brook trout population. The NCWRC considers naturally - reproducing brook trout, which is the only trout native to North Carolina, a high conservation priority. Therefore, the NCWRC requests that you consider this relative to the proposed expansion and the ability of the WWTP to meet existing water quality standards for Tr classified waters. Indian Creek Resort has applied for an expansion at the Catatoga at Lake Toxaway WWTP. This facility is currently permitted for 0.025 MGD and 0.1 MGD and requests a permitted flow of 0.14 MGD. The EAA for the expansion was approved on 01/06/2006. A level B model was performed to ensure the proposed flows would be protective of the 6 mg/L instream D.O. standard. Based on the results of this model, secondary BOD limits will be sufficiently protective, with ammonia limits instituted based on toxicity. This facility is currently permitted for 0.025 MGD and 0.1 MGD and requests a permitted flow of 0.14 MGD. ANALYSIS AND DISCUSSION: USGS gauge #0218412398 is located approximately 200 feet upstream the location of the discharge point (based on lat/long coordinates). Therefore flows provided at that location were used for the model. The model was developed with two reaches: reach 1 extends from the discharge point to the confluence with the Toxaway River and reach 2 extends from the join of the two rivers to a point 0.4 miles downstream on the Toxaway River where the elevation is marked as 2000 ft. The DO minimum of 6.68 mg/L was reached at the discharge location, however CBOD and NBOD values are significantly above background levels at the end of reach 1. The values were 7.16 mg/L and 4.21 mg/L, respectively, during the summer. Therefore the model was extended to include the join with the Toxaway River. At the end of reach 2, 0.4 miles down the Toxaway River, CBOD values reduced to 3.8 mg/L and NBOD values were 2.14 mg/L. It is assumed that these values will return to background further down the Toxaway River. Note: The Savannah River Basin Plan notes no water quality concerns or restrictions to discharge on Indian Creek. It does mention, however, that an instream flow study was performed on the Toxaway River prior to 2001 based on citizen concerns about the flow and temperature of the waterbody. As a result of his study, a minimum release of 12.5 cfs was instituted for the dam at Lake Toxaway. The flow estimates used for Lake Toxaway are from data collected as USGS gauge 0218412334 in 1986; therefore it is possible that current flows for this river are significantly higher than what was used for this model. The existing permitted flow for Catatoga is 0.025 MGD, therefore the increase in flow will be 0.115 MGD. STEP 3: Evaluate Technically Feasible Alternatives Alternative A. Pump to another treatment plant The nearest municipal WWTP is in Rosman, which is 7.2 miles east. The Rosman WWTP is r=, permitted for 0.09 MGD, which is insufficient for the 0.140 MGD flow from Catatoga. The Sapphire Lakes WWTP located west of Catatoga is permitted for 0.025 MGD, which is also Pal insufficient. A list of all NPDES dischargers in Transylvania County is in Appendix I. EPA information about the Rosman and Sapphire facilities is in Appendix G. Alternative B. Land Application Land application systems could include onsite subsurface systems, drip irrigation and spray irrigation. Alternative Bi. Onsite Subsurface System Subsurface onsite wastewater treatment systems (OWTS)are y good systems where area, topography and site conditions are favorable. In the proposed onsite subsurface system, each residence would discharge to its own septic tank. The septic tanks would discharge to recirculating sandfilter(s) prior to discharge. The sandfilters would ensure the protection of the groundwater and extend the life of the disposal field. Site evaluation In order to install a subsurface disposal field, a site evaluation must be completed to determine if the site is suitable in regard to: $ 400 units * 360 GPD = 144,000 GPD, for design say 140,000 (some units will be two bedroom). Each of these are discussed below. Topography and Landscape Position '.' Catatoga plans to place housing units on all the property that has 30 percent or less slopes. Based on the North Carolina Administrative Code 15A NCAC 18A.1939 - .1948 (Appendix K), any Fm' areas with greater slopes are considered by the State to be "unsuitable" as to topography.6 Areas with greater slopes can be classified as "provisionally suitable" if7: (a) The soil characteristics can be classified as "suitable" or "provisionally suitable" to a depth of at least one foot below the bottom of the nitrification trench at the upslope side of the trench; (b) Surface water runoff is diverted around the nitrification field if necessary to prevent scouring or erosion of the soil over the field; and (c) The finished grade over the nitrification field site is returned to the original topography and adequately seeded, unless otherwise specified by the local health department. Restrictive Horizons Restrictive horizons have not been field evaluated. Available Space For an OWTS, the required area would be as calculated below. Length of trench = 115,000 GPD * 70 percent (using double stone) = 67,083 L.F. 0.4 GPD/ft2 * 3 ft width Distance between trenches = 20 feet (because of steep slope) Area = 67,083 LF * 20 ft = 1,342,000 SF = 31 acres. An additional area of equal size must be supplied as a repair area, which would total 62 acres. Assuming that 25 percent of a given tract is lost to ravines, drainage, buffers, etc., the needed area is 83 acres. There are only about 31 acres_available(shown in Figure 3) in significantly large tracts, which is not sufficient for this flow or for the required repair areas. An additional 50 to 60 acreas would \ii be necessary in order to discharge this amount of wastewater. 'o' Alternative B2. Drip System A drip system may be possible for irrigation on the golf course or for applying in the trees around FOR the development. This would require a wastewater treatment plant with a 7-day capacity holding pond and a drip irrigation system. A pump station would be needed to pump the effluent to the gig various disposal sites. Area miq The required area would be 70 acres, based on information from the drip system supplier. Also, it requires dry periods in order to land apply the wastewater. Transylvania County averages 90 inches per year of rain per year and also holds the State record of 130 inches of rainfall in one year (National Climatic Data Center, Appendix M). Also freezing conditions exist for a significant portion of the year. A significant concern for land application systems of this kind would be having enough dry weather to actually apply the wastewater. Based on the terrain, the cold winter temperatures and the rainy climate, the vendor for the drip system and spray irrigation system (discussed below) stated that a drip system or spray irrigation system for this situation is "fundamentally a bad idea". Alternative B3. Spray Irrigation System Another alternative considered would be to land apply the wastewater onto the wooded area around the development. Based on an application rate of 1/2 inch / wk (which is an assumed `am application rate based on the steeper slopes and the slower permeability rates of the soils, and the experience of the spray irrigation system vendor), 72 acres would be needed. (See calculations) As mentioned above, though technically feasible, spray irrigation is not a good solution for this design. fan Alternative C. Wastewater Reuse There are no apparent ample reuses for the wastewater at Catatoga. The golf course could possibly use a portion of the wastewater in drier months for watering, but the golf course is only about 7.6 acres, which is much less that the needed 72 acres onto which the wastewater must be applied. Alternative D. Direct Discharge to Surface Waters Stream Flow The stream has a non -zero 7Q10 of 1.4 cfs. PER raal Discharge Location The present discharge location and pipe will be used for the expansion (See calculations for verification that the present pipe will be sufficient). The discharge is shown on the location map (Figure 1). Proposed Treatment Train Though the discharge limits have not be established at this point, the proposed facilties based on the assumed limits of 5 mg /L BOD and 1 mg/L of NH3-N would be: fan • pretreatment by screening, • flow equalization, 1_1 • Modified Ludzack-Ettinger (MLE) process (first stage anoxic — second stage aerobic), • secondary clarification, • activated sludge return, 1.1 • scum removal, • fixed media clarification (fixed media filters), ,aa, • ultraviolet disinfection, • activated sludge wasting, • aerated sludge holding, • flow metering A schematic diagram is presented as Figure 4. Feat The existing 4" discharge pipe will be ample for the increased flow and will be used for the next phase. No new discharge point outfall is being applied for. Pact The land for the new expansion is available at the present site. The system will be designed to meet the reliability requirements of 15A NCAC 2H.0219. The reliability measures shall include the following: 1. multiple (dual at a minimum) components such as pumps, chemical feed systems, 0" aeration equipment and disinfection equipment; Faal 2. dual or standby power supply on site, Catatoga NPDES Engineering Alternatives Analysis Goldie & Associates Project # 663.10 Page 8 11!15/2005 3. parallel units for components in the liquid line (screening, primary sedimentation, biological treatment units, chemical and physical treatment units, clarifiers, disinfection and effluent filters) as appropriate to ensure the reliability of the system. Residuals from the system will be disposed in accordance with the present NPDES permit. fan Alternative E. Combination of Alternatives It is technically feasible to discharge to the stream in wet weather and discharge onsite during dry weather. However, based on the considerable amount of rainfall to this area, it is believed that the benefit of this would not be significant. Also, the 7Q 10 of the stream is ample to receive the `.' discharge, even in dry conditions. STEP 4: Evaluate Economic Feasibility of Alternatives Fin To provide valid cost comparisons among all technologically feasible wastewater alternatives identified in STEP 3, a 20-year Present Value of Costs Analysis (PVCA) must be performed. For the PVCA cost comparison, all future expenditures are converted to a present value cost at the beginning of the 20-year planning period. A discount rate is used in the analysis and 0.4 represents the time value of money (the ability of money to earn interest). Present value is also referred to as "present discounted value" or "present worth". A summary of the Capital Costs, '.' Recurring Costs and Present Values by alternative are presented below. It appears that the WWTP with Surface Water Discharge is the most cost effective. It also seems to be the most technically feasible alternative. Information regarding sizing of the systems, along with capital costs, recurring costs and the Present Value Analysis is presented in the Calculations. Specifically, the Environmental Management Commission (EMC) may not act on an application for a new non -municipal domestic wastewater discharge facility until it has received a written statement from fowl each city and county government having jurisdiction over any part of the lands on which the proposed facility and its appurtenances are to be located. The written statement shall document whether the city or county has a zoning or subdivision ordinance in effect and (if such an ordinance is in effect) whether the proposed facility is consistent with the ordinance. The EMC shall not approve a permit application for any facility which a city or county has determined to be inconsistent with zoning or subdivision ordinances unless the approval of such application is determined to have statewide significance and is in the best inn interest of the State. Instructions to the Applicant Prior to submitting an application for a NPDES Permit for a proposed facility, the applicant shall request that both the nearby city and county government complete this form.
