Preserve at Jordan Lake Collection System
Collection System Permit Number WQCSD0158
Chatham County
Dear Mr. Becker:
On July 7, 2022, Colleen Cohn of the Raleigh Regional Office (RRO) conducted an inspection at
the subject facility. The cooperation of Peter Rhodes, Robert Krueger, and Eric Riggins was
greatly appreciated. During the inspection, the following items were noted:
1. Aqua North Carolina, Inc., hereafter referred to as Aqua, operates a deemed collection
system pursuant to 15 NCAC .02T .0403.
2. The collection system is comprised of low-pressure force mains. Each house has a
grinder pump that pumps wastewater into the low-pressure force mains and sent to the
wastewater treatment system on site.
3. All wastewater flow is conveyed to and treated at the Preserve at Jordan Lake
Wastewater Treatment Plant on site (WQ0018146).
4. The system does not have any high -priority lines, pump stations, or manholes.
5. Each grinder pump has an alarm that notifies the homeowner if there is a problem. The
homeowner then contacts Aqua for repairs. Aqua has contracted David Jacobs
Construction to respond to customer complaints and grinder repairs.
6. Aqua maintains a spare parts inventory of grinder tanks on site. The inventory for small
spare parts is maintained by the contractor that conducts routine repairs, David Jacobs
Construction.
7. The collection system map(s) are the "as -built" sewer plans for the subdivision. The plans
depict all of the required map components.
8. Right-of-ways observed were well maintained.
9. Aqua has developed and implemented a company -wide Spill Response Action Plan that
is available electronically. Mr. Riggins noted that because of recent changes to cellular

towers in the area, there is limited cellular reception at the facility. This was observed by
the inspector as Mr. Rhodes had difficulties accessing the electronic Spill Response
Action Plan from his tablet. The inspector discussed keeping a hard copy of the Spill
Response Action Plan on -site with Mr. Rhodes, Mr. Kreuger, and Mr. Riggins.
10. Grease control educational materials are distributed bi-annually as required with utility
bills. Aqua also distributes educational materials on grinder pumps in the same mailing. It
was last distributed in March 2022.
11. SSO reports were reviewed. The last incident was in 2019.

Comment: Aqua maintains an electronic Spill Response Action Plan. It was noted during the inspection
that there is limited cellular connection at the site as a result of recent changes to cell towers.
Discussed keeping a printed copy of the Spill Response Action Plan at the on -site WWTP to
ensure availability in an emergency.
