Crooked Creek Collection System

Dear Mr. Becker:
On June 14, 2022, Colleen Cohn of the Raleigh Regional Office (RRO) conducted an inspection
at the subject facility. The cooperation of Lorrie Stagner and Brandon Cummings was greatly
appreciated. During the inspection, the following items were noted:
1. Aqua North Carolina, Inc., hereafter referred to as Aqua, operates a deemed collection
system pursuant to 15 NCAC .02T .0403.
2. The system includes two (2) duplex pump stations and approximately 31,828 feet of force
main and 10,871 feet of gravity main line. The average daily flow to the Johnson Pond
Lift Station is 37,460 gallons per day, and the average daily flow to the Sawyer's Mill
Lift Station is 37,674 gallons per day. Both pump stations had telemetry, operable
audible and visual alarms, and standby emergency generators.
3. Per Ms. Stagner and Mr. Cummings, the system does not have any high -priority lines.
4. All wastewater flow is conveyed to and treated at the Crooked Creek Wastewater
Treatment Plant (NC0062715).
5. Pump station weekly inspections and logbooks are being maintained as required. Both of
the system's two (2) pump stations (Johnson Pond and Sawyer's Mill) were observed
during the inspection. The system appeared to be well maintained. Very little grease was
observed in the wet wells. All emergency generators started when power was cut to the
pumps. Audible and visible alarms were operational at both pump stations when the high-
water float was lifted. Emergency contact information signs were posted and legible.
6. The Johnston Pond Lift Station Manhole was inspected. No blockages or significant
grease accumulation was observed. Manhole cover was at grade.

7. The Sawyer's Mill Lift Station Manhole was inspected. No blockages or significant
grease accumulation was observed. Some gravel was observed in the channel. Manhole
cover was at grade.
8. No Sanitary Sewer Overflows (SSO) have been identified or reported in the last 12
months. The last reported SSO for the system was in 2007.
9. Right-of-ways were last maintained June 9, 2022. Records of maintenance were available
in the operator's logbooks.
10. A review of the records indicates the following:
a) Per Ms. Stagner and Mr. Cummings, a GIS map of the system is actively size, flow
direction, and line material. A print-out map depicting manholes and pump stations
was available for review during the inspection.
b) Records are centrally maintained by Aqua for the facility's spare parts inventory,
annual system observation, and cleaning. Ms. Stagner and Mr. Cummings stated
that all gravity main lines were cleaned in June 2022, and are scheduled to be
cleaned every 5 years. An annual general observation of the entire system
observation is conducted over the course of day to day operations. An electronic
overflow response plan is accessible by employees.
c) Grease control educational materials are distributed bi-annually as required with
utility bills. It was last distributed in March 2022.

Inspection Summary:
