Cary, NC 27511 Dear Mr. Becker: NORTH CAROLINA Environmental Quality July 13, 2022 Subject: Compliance Evaluation Inspection Waterfall Plantation WTP NPDES Permit No. NC0085863 Wake County On June 7, 2022, Colleen Cohn and Stephanie Goss of the Raleigh Regional Office (RRO) conducted a compliance evaluation inspection of the Waterfall Plantation Water Treatment Plant on Mica Mine Lane, Wake Forest in Wake County. The purpose of this inspection was to ensure compliance with the subject NPDES permit. During the inspection, the presence and cooperation of Christopher Weaver (Operator in Responsible Charge, ORC) and Frederic Beranger were helpful and appreciated. Findings during the inspection were as follows: 1. The current permit was issued to Aqua North Carolina, Inc., hereinafter referred to as Aqua, and became effective November 1, 2018, and will expire on January 31, 2023. Please note that Aqua will need to request permit renewal at least 180 days prior to expiration to maintain authorization to discharge after the expiration date. 2. Through NPDES permit NC0085863, Aqua is authorized to discharge treated wastewater from the Waterfall Plantation WTP located in Wake Forest via Outfall 001 into receiving waters designated as Horse Creek, a waterbody currently classified WS-IV, NSW, CA in the Neuse River Basin. The facility is a Grade I Physical/Chemical Water Pollution Control System. 3. As listed in the subject permit, the treatment components include the following: a single groundwater well; a raw water detention tank (5,000 gal); booster pumps; dual greensand filters (with backwash floor drains to final sand bed); valve and flow meter; booster pumps to backwash storage tank (10,000 gal); tablet chlorination/dechlorination/phosphate additive; potable water to 10,000-gal storage tank to distribution system; wastewater[ filter backwash] to final sand bed filter; and discharge line to effluent point and outfall. 4. While reviewing the ORC and backup ORC records the Division has on file for Waterfall Plantation WTP, Mr. Weaver noted that Michael E. Carter, designated as the ORC, is no longer with Aqua. The rule also requires the owner to submit a signed completed "Water Pollution Control System Operator Designation Form" to the Commission countersigned by the designated certified operators within 120 calendar days following a vacancy in the position of ORC or Backup ORC. In the Division's data system, the designated ORC for Waterfall Plantation WTP is listed as Michael E. Carter, however, Christopher Weaver stated he has assumed the role of the ORC. Additionally, Mr. Weaver noted that Mr. Beranger is expected to become the ORC of the Waterfall Plantation WTP within the next few months. Attached for your review is a copy of the NPDES Contacts Report. Please ensure the information the Division has on file for Aqua and the Waterfall Plantation WTP is up to date. Operator Designation Forms and Operator Designation Removal Forms can be found on our website at https://deq. nc.gov/about/divisions/water-resources/operator-certification/wastewater- operator/downloads-ww#operator-desijination--resixnation-forms. 5. For the review period January 2021 — April 2022, no DMR violations were detected. The self -monitoring reports have been electronically submitted to the Division as required. 6. The operator's log and supporting analytical documentation were consistent and up to date. 7. The inspector compared the July 2021 and January 2022 DMR data against the analytical results from the ORC's bench sheets (Aqua's lab certification number 5051) and Environmental Conservation laboratories Inc (certification number 591). The ORC analyzes the field parameters pH and Total Residual Chlorine and ENCO Labs performs the analyses of all other required parameters. No discrepancies were noted. 8. The inspector observed the treatment units as described in the NPDES permit (see item 3), with the following needing correction: liquid chlorination and dechlorination are used in the treatment process rather than tablet chlorination/dechlorination. Please take the necessary measures to update this during the permit renewal process. 9. All backwash treatment components appeared to be functioning properly at the time of the inspection. The cinderblock sand filter bed for the filter backwash had a least 12- inches of available freeboard at the time of the inspection. 10. The inspector observed the effluent discharge to Horse Creek via the outfall pipe to be clear with no observable solids or foam. No detrimental impacts to Horse Creek from the effluent discharge were observed.
