PROJECT DESCRIPTION: The project site is located on Howard's Lane, adjacent to the AIWW, in Hampstead, Pender County. To get to the site from Wilmington take US Hwy 17 N to Forest Sound Road. Turn right onto Forest Sound Road, which after approximately 0.6 miles becomes Corcus Ferry Road. Continue approximately 1.3 miles down Corcus Ferry Rd. to Howard's Lane. Take a right onto Howard's Lane. Travel approximately 0.2 miles until you reach the site on the left. The property is the common area for the existing Forest Sound subdivision and is located at the S -bend on Howard's Lane. The current elevation of the property averages approximately 8' above Mean Sea Level (MSL) and is approximately 3.9 acres. In 1982, CAMA permit #81 -82 was issued for the construction of a high ground boat basin with a connecting channel cut through coastal marsh to provide boat access to the Atlantic Intracoastal Waterway (AIWW). The project was constructed in 1985. In 1999, CAMA Permit # 128 -99 was issued to replace the bulkhead and perform maintenance dredging. The boat basin measures 270' in length by 105 - in width and is currently —1.5' to —2' in depth at Normal Low Water (NLW). The existing channel measures approximately 660' in length by 20' in width, and ranges from —2' to —4' in depth at NLW. Current depths were provided by the authorized agent of the applicant and were obtained via soundings at low water. There is also an existing concrete boat ramp and 20 finger piers currently within the boat basin. The basin provides dockage for 40 boats. There is an existing gazebo on the high ground portion of tine property. The high ground is vegetated primarily with lawn grasses and Wax Myrtle (NIyrica cerifera). There are coastal wetlands located on the waterward boundary of the site, which run the entire width of the property (approximately 130'). The landward portion of the coastal wetlands consist mainly of Glasswort (Salicorrria sy3p), Spikegrass (Dislichlis .vpiceaa) and Sea Oxeye (Borrichia fi-wescens). They extend approximately 30' landward from Normal High Water (NH W), and transition waterward to an estimated 30' fringe of Smooth Cordgrass (Spartina crhern flo a) below NI-M7. The Pender County Land Use Plan classifies the upland areas of this project as Community. The seaters of the project site are classified as SA -ORW by the NC Division of Water Quality. The NC Division of Nlarine Fisheries has NOT designated this area of the AIWW as a Primary Nursery Area, and the waters adjacent to the proposed project are closed to the harvesting of shellfish. PROPOSED PROJECT: The applicant is proposing to replace the two existing 80' breakwaters along the shell bank within tite existing footprint. The replacement ti ould result in the use of approximately 160 linear feet of vinyl wall. "File applicant is also proposing maintenance dredging within the channel and boat basin. The dimensions of the proposed dredging within the channel would be approximately 660' in length by 20' in width. The dimensions for the proposed excavation within the boat basin would be 270' in length by 105' in width. The final project depth for both the boat basin and the channel would be --4' at Normal Low Water (NLW). Approximately 1538 cubic yards of material would be dredged. The applicant proposes to dredge using a clamshell bucket to truck and to place the spoil material on the high ground portion of the lot. The applicant states that appropriate sediment control measures will be used to control runoff from the disposal site. ANTICIPATED IMPACTS The excavation of the boat basin and channel would disturb approximately 41550 ft.' of shallow bottom. The dredging operation will likely result in a temporary increase in turbidity. The installation of the breakwater would impact approximately 160 square ft. of shallow bottom. The high ground disposal would result in at least 22,500 square feet of land disturbance. More land may be disturbed as a result of final spreading and grading of the material once it has dried. The depth and width of the channel would not be increased above what was originally authorized by previous permits. In June, 1982, CAMA Major Permit #81 -82 was issued for the construction of u high ground marina basin with a connecting channel cut through coastal marsh providing boating access to the Atlantic Intracoastal Waterway. The project was constructed in 1985. The marina is used by the property owners within the subdivision. The basin has an existing vinyl bulkhead that was replaced about 6 years ago. The free- standing wooden breakwaters in the area where the dredged channel goes through the marsh are ('ailing and the applicant wishes to replace them with vinyl. The replacement consists of approximately 160 linear feet of vinyl wall. The applicant is requesting to perform maintenance dredging of the existing basin (105' wide by 270' long) and the connecting channel (660' long by 20' wide.) Current soundings at low tide have been provided by the applicant and are shown on sheets I and 4 of 6. Water depths currently range from 2.5' to 5' deep at low tide within the project area. The final project depth after dredging would be -4' at low tide in the basin and the channel. The applicant proposes to use a clamshell to perform the dredging work. Approximately 1500 cubic yards of materials are to be dredged. A 22,500 square foot disposal area has been designated on the high ground portion of the common area adjacent to the boat basin (see drawing 2 of 6.) Appropriate sediment control measures will be used to control sediment runoff from the spoil disposal site. Once the material dewntcrs and begins to dry, it is to be spread out on high ground around the site. Anticipated Impacts The high ground spoil dispw d will result in at least 22,500 square feet of land disturbance. More land may be disturbed as a result of the spreading and final grading of the spoil material once it has dried. The dredging operation will likely result in temporary turbidity and alteration of approximately 41,550 square feet of shallow bottom. No federal or coastal wetlands are to be disturbed as a result of this work. The original depth and width of the channel will not be increased above what was authorized in 1982.
