The following is a response to your comments dated August 25, 2021 that were received by email on
August 25, 2021:
1. 15A NCAC 02H.1003(2)(a) and .1042(2)(g)(v): The site plans show the proposed gravel
drive connecting to an existing asphalt path. It appears that this asphalt path has not
previously been documented in the permit. This improvement should be captured to ensure
the site will not exceed its low density development threshold. Please delineate the existing
asphalt path on the plans, adjust the reported BUA numbers and/or future allocation
presented in Section IV.10 of the application, and update the narrative to be consistent
across all application documents.
Response: Aerial images were viewed and the site walked to confirm. the extents of the
asphalt path. The asphalt path was 2,2141f and averaged 7 ft wide for a total impervious
area of 15,498 sf. The narrative has been updated and two copies are provided. Two copies
of Sheet C-3.1 are provided that show the extents of the asphalt cart path.
2. 15A NCAC 02.1003(2)(a) and .1042(2)(a)(v): There appear to be minor discrepancies in
Section IV.10 of the application between the most recent version of the permit and the
provided table (specifically in the onsite sidewalks for drainage area 1 and the onsite parking
for drainage area 2). Additionally, the sum of the impervious areas for drainage area 2 listed
in Section IV.10 of the application do not match the total impervious area listed. It would
also be beneficial to have drainage area 3 filled out and to have page three printed in the
format of the pervious application to allow this page to be replaced seamlessly. Please
reference the exhibit attached to this email to see the most recent permitted version of
Section IV.10 of the application and ensure the BUA is presented consistently throughout
the application documents.
Response: The impervious numbers have been checked and corrected on page 3 of 6 of
the main application.

STORM WATER NARRATIVE
EAGLE POINT GOLF CLUB
IRRIGATION PUMP HOUSE

The site is located at 8131 Bald Eagle Lane in Porter's Neck off of Market Street. The
proposed project is located in the western part of the 216 acre site. The irrigation pump
house is 48' x 28' (1,344 sf) and will have a 9' gravel path (340 sf) down to the existing
paved asphalt path. The golf course was previously permitted as a Low Density project on
December 17, 1998 (SW8 980634). There have been several modifications to the permit
since it was originally issued. I believe the last minor modification was approved on
October 24, 2019. Impervious area for a paved cart path is now included with the
impervious area totals. Based on aerials images and walking the site it was determined that
the paved cart path is 2,214 If and averages 7 ft in width for total impervious area of
15,498 sf. An updated page 3 of 6 of the main application is provided with the revised
impervious numbers.

Dear Mr. Long:
The Wilmington Regional Office received and accepted a State Stormwater Management Permit Application for
the subject project on June 1, 2021. A preliminary in-depth review of that information has determined that the
application is not complete and that additional information is needed. To continue the review, please provide the
following additional information in a single. lard cony submittal package

Please remember to confirm that any revised information is presented consistently throughout the application
documents including calculations, supplements, narrative, and plans. Please also remember to provide two hard
copies of any updated documents per 15A NCAC 02H.1042(2).
All of the requested information listed above should be received in this Office by September 9, 2021, or the
application will be returned as incomplete. If additional time is needed to submit the requested information,
please email your extension request prior to this due date to the email address provided below with a justification
and a date of when the requested information will be submitted, which shall be no later than 15 days past the
original due date. Please note that only two letters requesting additional information is allowed in the State
Stormwater Program for a total of 30 days to submit the requested additicral information. If the information is
not satisfactorily provided after either the second request or 30 days; the project will be returned. If the project is
returned and you wish to re -submit later, you will heed to resubmit all required items at that time, including the
application fee.
The construction of any impervious surfaces, other than a construction entrance under an approved Sedimentation
Erosion Control Plan, is a violation of NCGS 143-215.1 and is subject to enforcement action pursuant to NCGS
143-215.6A.
