The archaeological APE(Area of Potential Effects) for the project measures 600ft in length (300ft from each bridge end-point) by 150ft in width (75ft laterally from each side of the SR2354 center-line). As currently proposed, the project will constitute an in-place replacement with minor ditch-line impacts. An off-site detour will be utilized during construction activities. NCDOT Archaeology & Historic Architecture Groups SUMMARY OF CULTURAL RESOURCES REVIEW Brief description of review activities, results of review, and conclusions: A map review and site file search was conducted at the Office of State Archaeology on Thursday, June 21, 2012. One previously recorded archaeological site (31AM384) is located relatively proximal to the project study area. The Joseph Vincent (1856-1922) house and kiln site is located in a wooded area surrounded by an earthen mound in an area just south of Quakenbush Road. As some of the chamber walls were still intact, the feature was interpreted to be a rectangular groundhog kiln which was probably loaded from the side. Two heavily glazed brick fragments and an Albany-slipped basal sherd were collected from the site during the survey. Joseph Vincent worked at this pottery shop with his brother-in-law Timothy Boggs and later, Joseph's sons Cesco and Turner also became potters and built their own shop which operated there until the 1930's (Zugg 1986; 30). Further work was recommended for the resource (Carnes 1986). A review of National Register of Historic Places (NRHP), State Study List (SL), Locally Designated (LD), Determined Eligible (DE) and Surveyed Site (SS) properties was next accomplished utilizing resources available on the NCSHPO website. This search located numerous surveyed site locations nearby but determined that no significant historic resources containing potential archaeological deposits, features, or artifatcs were subsumed within the APE or immediately adjacent. Topographic, L1DAR, USDA soil survey (HdD, HdC2, Mc), and historic maps of the project area were inspected, as were aerial photographs, and historical/archaeological reference materials. Additionally, the Google Street View map application was utilized to gain a first-hand, in-field perpective of the ground surfaces and disturbances present within and abutting the project APE. Together, this data was employed to determine the likelihood of past prehistoric or historic occupation within the APE. Overall, the topographical, pedeological, and hydrological attributes of the defined APE boundaries are considered very low for cultural habitation, particularly to the prehistoric end. The poorly drained and eroded project soil types hold little potential of containing intact and meaningful deposits eligible for inclusion to the National Register of Historic Places (NRHP). However, because of the proximity of an important historic pottery kiln and workshop to the west, the cultural resource specialist recommends a reconnaissance of the project area to determine if any related deposits or artifacts lie within the defined APE. Investigation of the project area was completed on Thursday, June 19, 2012. First, a reconnaissance or walk-over of the entire APE was conducted to identify any above-ground archaeological or historical remains, note & photograph the conditions within the project study area, and determine the level of subsurface investigation, if any, necessary for project compliance. This preemptive audit evidenced poorly drained, eroded, or sloping ground surfaces, all coupled with elements of disturbance. No above-ground remains nor artifacts potentially related to pottery manufacture were observed within, or even in areas adjacent to the bridge replacement locale. Since those areas within the defined APE held little to no potential for containing significant archaeological resources, no subsurface shovel testing was conducted in exertion of the Bridge 248 archaeological assessment. Following in-field investigation and inspection of the Bridge 248 replacement location in Alamance County, North Carolina, the cultural resource specialist recommends that no further archaeological work is necessary for the project as proposed. The disturbed character of the existing right-of-way corridor and those areas adjacent to it, and the diminutive and restricted nature of the construction effort make it highly unlikely that any significant, NRHP eligible cultural resources or archaeological sites would be present within the APE. SUMMARY OF CULTURAL RESOURCES REVIEW Brief description of review activities, results of review, and conclusions: Review of HPO quad maps, HPO GIS information, historic designations roster, and indexes was undertaken on June 19, 2012. Based on this review, there are no existing NR, SL, LD, DE, or SS properties in the Area of Potential Effects, which is 75' either side of the centerline and 300' from each end of the bridge. Alamance County GIS/Tax information indicates that there are no properties over fifty years of age within the APE, and Google Maps Street view confirms that there are modern mobile homes and prefabricated homes in the area. There are no National Register listed or eligible properties within the APE, and no survey is required. In addition, Bridge No. 248 is not NR eligible based on the NCDOT Historic Bridge Inventory. If design plans change, additional review will be reyuired. Brief Explanation of why the available information provides a reliable basis for reasonably predicting that there are no unidentified historic properties in the APE: HPO quad maps and GIS information recording NR, SL, LD, DE, and SS properties for the Alamance County survey, Alamance County GIS/Tax information, and Google Maps Street View are considered valid for the purposes of determining the likelihood of historic resources being present.
