The structure conveys an Unnamed Tributary to Northeast Creek (DWQ Index Number: 16-41-1-17-(0.7); Water Classification: WS-IV NSW) in the Jordan Watershed of the Cape Fear River Basin. The existing pipe structure is a 72 inch metal pipe that is 70 feet long. The pipe has failed and will be replaced with a 12 ft 3 in x 7 ft 3 in aluminum structural plate pipe arch that is 68 feet long. Installation of the pipe structure and will result in impacts to the stream and regulated riparian buffer. The Department expects the following impacts: Permanent stream loss (rip rap on banks): 25 linear feet Temporary stream impact (dewatering): 100 linear feet (with 25 linear feet that is concurrent with rip rap on banks) Jordan Watershed of the Cape Fear River Riparian Buffer impacts: 40 linear feet of impact. This cross line is within the Jordan Watershed of the Cape Fear River riparian buffer, but the minimal activity here is EXEMPT from buffer rules. Work will be done from the roadway with new disturbance in buffers limited to rip rap armoring on the stream banks for long term stabilization. No wetlands exists within the construction footprint. We under a non-reporting NWP 3 and NWP 13 with corresponding WQC No. 3883 and WQC No. 3885. propose to work For maintenance sites such as this one, NCDOT Division 5 has a procedure in place to provide our construction crews with print outs of the general conditions along with a letter head cover sheet explaining the intent to operate under a non-reporting permit as long as all applicable conditions are meet. Oversight from both the Environmental Staff and REU Field Operations Unit will ensure compliance with the permit conditions are met and that standard BMPs are followed.
