Dear Mr. Willis:
This letter is in response to your letter dated September 3, 2014, including the attached six (6) drawings:
one (1)dated August 21, 2014, and five(5)dated September 3, 2014. The letter requests a change to the
design of a pile panel wall system located at Site 5 (from L-Sta. 76+50 to 82+00 Rt) originally authorized
by CAMA Major Permit No. 92-12, which was issued on August 3, 2012 for the above referenced project.
The revised design utilizes a reinforced soil slope(RSS). According to your request, this change is
proposed by the N.C. Department of Transportation(NCDOT) to address issues of safety,
constructability, maintenance, and cost concerns. The proposed reinforced soil slope (RSS) would impact
0.15 acres of additional riparian wetlands. Additional riparian wetland mitigation for the project will be
provided by the N.C. Ecosystem Enhancement Program(EEP), as stated in the mitigation acceptance
letter dated September 30, 2014.
Please be advised that through this Letter of Refinement, the N.C. Division of Coastal Management
(DCM)conveys its determination that the above referenced request is consistent with existing State rules
and regulations and is in keeping with the original purpose and intent of CAMA Major Permit No. 92-12.
This letter shall be attached to the original of LAMA Major Permit No. 92-12, as well as all subsequent
refinements and minor modifications, and all documents shall be readily available on site when a DCM
representative inspects the project for compliance. All conditions and stipulations of the active permit
remain in force unless altered herein. This permit does not eliminate the need to obtain any additional
permits, approvals or authorizations that may be required.
