Walker Street, Burgaw, NC 28425 Phone: (910) 259-2151, Fax: (910)259-6644, email: mail@burgawnc.gov September 12, 2022 TO: North Carolina Department of Environmental Quality Division of Water Resources Wilmington Regional Office 127 Cardinal Drive Extension Wilmington, NC 28405 REF: Incident # 202201331 Sanitary Sewer Overflows — August 2022 Collection Permit WQCS00150 To Whom It May Concern: During the event on Sunday, August 21st, the Town of Burgaw received between 6 to 8 inches of rain in a short 90-minute period resulting in approximately 417,090,025 gallons of rain falling on the entire town. The Town of Burgaw has been actively involved in preventative maintenance on its stormwater throughout town including the following: Recently we did a town wide I&I study with McKim and Creed that showed several areas of smaller I&I that have since been addressed. We have applied for grants to replace old infrastructure and to move lift stations out of flood prone areas. We are in the process of upgrading pumps at the main pump station and have already upgraded several of our lift stations pumps. Our yearly budget includes sealing any manholes that we find that contribute to I&I issues. The ARVs on the sewer force main are inspected every few months and are repaired and/or replaced as needed. Our sewer lines are also inspected with a camera on a regular basis. We are actively pulling manhole lids and using dye during rain events to try and track the I&I. Ditches and canals in town are routinely cleaned and maintained to make sure the water can flow through and out of town as quickly as possible not just during heavy rain events. We also try and smoke test at least twice a year to look for additional I&I issues. We are also installing rain guards on manholes. 194,000 gallons seems like a high amount, but this was extremely diluted due to the large amount of rainwater that had also fallen at that time. We will continue to apply for grants, search for issues during rain events to minimize I&I as much as possible, and continue to be proactive to help mitigate impacts during events like this. Please note that on the initial violation letter, PS6 MH at Westall & Bragg St was included. This is not our location. Also, this was due to a flash flood event and not due to an equipment failure.
