SUBJECT: PERMIT MODIFICATION FOR IMPROVEMENTS TO TARGETS AT
DARE NAVY DARE COUNTY BOMBING RANGE, DARE COUNTY, NC
In 2011, the U.S. Navy (Navy) received a 401 Water Quality
Certification and Authorization Certificate (DWQ #20110762) from
the NC Department of Environment and Natural Resources for
upgrades to the existing targets and storage areas at the Navy
Dare County Bombing Range (DCBR) located in Dare County, NC.
The project proposed expansion of existing target pads and
access roads, expansion of an existing maintenance area, and
creation of a new storage area in support of operations at the
range. Impacts to non -tidal emergent wetlands associated with
these improvements totaled 7.434 -acres (323,858- sgaure feet).
Since the issuance of the Water Quality Certification two things
have changed with range operations.
First, the Navy has determined that the existing airfield
target can no longer sufficiently and safely be maintained and
proposes to install a maintenance road parallel to the existing
runway. This will allow for range staff to access the floating
mats for maintenance and range recovery operations. In
addition, the proposed maintenance road will also serve as an
additional target simulating ancillary airfield support
structures.
The second change is the proposed use of Moving Land Targets
(MLTs) at the range. MLTs are unmanned half -ton pick -up trucks
that operate remotely using GPS mobile position technology to
traverse a predetermined route. During training exercises, the
MLTs would traverse hardened roadways and target areas within
the Navy impact area. These trucks may be used to tow a target
or may be the targets themselves. To facilitate the use of the

MLT's the Navy would create a city target (grid of several
roadways) and turnaround areas at each end of the existing 3,500
foot road located within the impact area. The types of
aircraft, flight paths and munitions utilized in these training
exercises would be the same as those currently used in air -to-
ground training exercises conducted at the Navy Range.
The Navy explored various alternatives to the proposals
described above; however, new construction was determined to be
necessary to sustain the Navy's ongoing mission and training
requirements. The estimated impacts associated with the
proposed changes would result in 4.020 -acres (175,130- sgaure
feet) of non -tidal emergent wetlands impacts. In.an effort to
reduce wetland impacts, the Navy has elected not to construct
two areas (West Laydown Area and Ammunition Dump target pad)
that were previously permitted under the original permit. The
West Laydown Area and Ammunition Dump target pad together
accounted for a total of 90,060 - sqaure feet (2.182 acres) non -
tidal wetland impacts. This will reduce the proposed wetland
impacts addressed in this permit modification down to 1.838 -ac
(80,063 - sqaure feet). Total impacts at the range will increase
to 9.272 -ac (403,921- square feet).
The Navy proposes to compensate for these additional wetland
impacts at a 1:1 ratio through the purchase of wetland
mitigation credits from the Great Dismal Swamp Restoration Bank.
Use of on -site mitigation with a corresponding restrictive
covenant placed on the mitigation site is not an option for the
Navy, as the Navy lacks authority to place such restrictions
upon its property. The Navy has authority to participate in a
wetland mitigation bank under 10 U.S.C. Section 2694b.

3. Project Description
3a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of
this application:
The Dare County Bombing Range (DCBR) is an all- weather, U.S. Air Force (USAF) owned weapons range located
on the Dare County peninsula in the coastal plain of North Carolina. The Range encompasses 46,621 acres and is
utilized jointly by the USAF and the U.S. Navy. Through an Inter - Services Support Agreement, the Navy leases
and operates the northern half (approximately 23,000 acres) of the range and the USAF operates the southern half
of the Range. Of the 46,621 acres, approximately 5,000 acres is utilized as impact area by the two services which
are divided into two separate impact areas of roughly 2,500 acres. The remaining DCBR range, approximately
41,621 acres, exists almost entirely of forested wetlands and serves as safety buffer for military operations.
The Navy impact area, with the exception of the existing range control facilities and attendant features (i.e. roads,
storage areas, and target pads), consists almost entirely of non -tidal emergent wetlands. The Alligator River
National Wildlife Refuge, a 152,000 -acre preservation area for native wildlife and forested wetlands, borders and
almost completely surrounds the DCBR. The two largest surface water bodies in the vicinity of the Range are the
Alligator River and the Pamlico Sound; located west and east of the DCBR, respectively. The land located to the
southwest and adjacent to the DCBR is owned by White Columns Land and Timber Company. The Dare County
peninsula, together with the neighboring counties of Tyrrell and Hyde, are sparsely populated rural areas.

3d. Explain the purpose of the proposed project:
The purpose of the proposed project is to enhance the long -term sustainability of the Navy Dare County Bombing
Range and to improve the quality of training that can be provided at the range. The proposed project would allow for
more realistic training scenarios to include the use of MLT's, allow for maintenance operations to be completed,
enhance range personnel safety and increase Operational Range Clearance (ORC) capabilities. The need for this action
is to support and provide range capabilities for training forces ready to deploy worldwide.

3e. Describe the overall project in detail, including the type of equipment to be used:
The proposed project is a modification of the existing permit. It removes two impact areas previously permitted for
construction and proposes four new impact areas. The project proposes to construct a gravel road parallel to the
existing runway target. The existing runway target is constructed of aluminum mats placed atop the vegetative layer
in the impact area. In the past, range personnel were able to drive vehicles out onto the runway; however, this is no
longer a possibility due to damage incurred as a target. The new road will allow for continued maintenance of the
runway target & provides for additional target areas similar to those found in & around real airfield facilities. The
project would also create a city target (MOUT) and turnaround areas at each end of 3,500 Foot Road suitable for
use with static and Moving Land Targets (MLTs). MLTs are unmanned half -ton pick -up trucks that operate
remotely using GPS mobile position technology to traverse a predetermined route. During training exercises, the
MLTs would traverse hardened roadways and target areas within the Navy impact area. These trucks may be used
to tow a target or may be the targets themselves. The types of aircraft, flight paths and munitions utilized in these
training exercises would be the same as those currently used in air -to- ground training exercises conducted at the
Navy Range.
Majority of the work would be completed utilizing excavators which would work from existing roads mats. Work
would be sequenced such that clean fill material would be brought on site and stored in the existing maintenance
area. The amount of fill material would be limited to only that amount which can be stored within the Maintenance
area to be used as needed. Select fill will be placed on geotextile fabric in wetlands. The fill material will provide
a stable base and raise surface elevations above the ordinary high water mark thereby providing a suitable surface
area sufficient to allow regular vehicle traffic for training and maintenance efforts as required.
Dec 2011 the Navy obtained a Water Quality Certification from NCDWQ (DWQ No.: 20110762) and in Feb 2012
received a permit from the USACE ( USACE Action ID: SAW 201101517) for wetland impacts associated with
improvements to the existing targets and storage areas at the range. Approved permitted wetland impact areas are
listed in the following impact table.
Based on changes to the training requirements, the Navy has elected to remove two of the approved impacts areas
from the areas to be improved. The two areas that are no longer proposed to be constructed are W -9 Ammo Dump
and W -10 West Laydown impact areas together totaling 90,060 sqft (2.182 acres). Drawings entitled "Dare County
Bombing Range Navy Impact Area Improvements" Dated June 20, 2011 depict the permitted wetland impact areas
covered under the most recent permit as well as identify the two targets (West Laydown, Ammo Dump) that will
not be constructed.
Impact areas are depicted on drawings entitled "Dare County Bombing Range Improvements" See sheets C -108 to
C -114. A table listing the expected impacts and amount of fill required is as follows:

The U.S. Navy minimized impact footprint designs to only that required to allow for sufficient space to safely access
and maintain the targets and operate the MLT's. In addition, impacts were further minimized wetland impacts by
removing two areas (West Laydown Area & Amino Dump target pad) that were previously permitted from the proposed
construction plan. Together these two impact areas totaled 90,060 sqft (2.182 acres), and they will not be constructed.
