DIRECTIONS TO THE SITE The Dare County Bombing Range is located on the Dare County peninsula. From the intersection of US 64 and US 264 in Dare County C, travel south on US 264 approximately 10 -mi. Turn right on Navy Shell Rd. and travel 1.5 -mil, turn right on Navy Shell Rd. 2.7 -mi, continue onto Navy Rd. 1.2-mi. The range control building is located on the north side of Navy Rd. Access to the site is restricted. Please coordinate with Thad McDonald (757.341.0494) to arrange for a site visit. 18. Nature of Activity (Description of project, include all features) The proposed project is a modification of the existing permit. It removes two impact areas previously permitted for construction and proposes four new impact areas. The project proposes to construct a gravel road parallel to the existing runway target. The runway target was constructed of aluminum mats placed atop the vegetative layer in the impact area. The new road will allow for continued maintenance of the runway target & provide for additional target areas similar to those found in & around real airfield facilities. The project would also create a city target (MOUT) and turnaround areas at each end of 3,500 Foot Road suitable for use with Moving Land Targets (MLTs). MLTs are unmanned half -ton pick -up trucks that operate remotely using GPS mobile position technology to traverse a predetermined route. During training exercises, the MLTs would traverse hardened roadways and target areas within the Navy impact area. These trucks may be used to tow a target or may be the targets themselves. The types of aircraft, flight paths and munitions utilized in these training exercises would be the same as those currently used in air -to- ground training exercises conducted at the Navy Range. 19. Project Purpose (Describe the reason or purpose of the project, see instructions) The purpose of the proposed project is to enhance the long -term sustainability of the Navy Dare County Bombing Range and to improve the quality of training that can be provided at the range. The proposed project would allow for more realistic training scenarios to include the use of MLT's, allow for maintenance operations to be completed, enhance range personnel safety and increase Operational Range Clearance (ORC) capabilities. The need for this action is to support and provide range capabilities for training forces ready to deploy worldwide. USE BLOCKS 20 -23 IF DREDGED AND /OR FILL MATERIAL IS TO BE DISCHARGED 20. Reason(s) for Discharge Select fill will be placed in wetlands to provide a stable base and raise surface elevations above the ordinary high water mark thereby providing a suitable surface area sufficient to allow regular vehicle traffic for training and maintenance efforts as required. Majority of the work would be completed utilizing excavators which would work from existing roads and mats. Work would be sequenced such that clean fill material would be brought on site and stored in the existing maintenance area. The amount of fill material would be limited to only that amount which can be stored within the Maintenance area to be used as needed. Fill material will be placed on geo- textile fabric within each of the proposed impact areas. 21. In addition, impacts were further minimized by removing two areas (West Laydown Area & Ammo Dump target pad) that were previously permitted from the proposed construction plan. Approved permitted wetland impact areas are listed in the following impact table. Drawings entitled "Dare County Bombing Range Navy Impact Area Improvements" Dated June 20, 2011 depict the permitted wetland impact areas covered under the most recent permit as well as identify the two targets (West Laydown, Ammo Dump) that will not be constructed. The two areas that are no longer proposed to be constructed are W -9 Ammo Dump and W -10 West Laydown impact areas together totaling 90,060 sgft (2.182 acres). The amount of fill material would be limited to only that amount which can be stored within the Maintenance area to be used as needed. Fill material will be placed on geo- textile fabric within each of the proposed impact areas. In order to minimize construction impacts to training, work would be completed over the weekends when the range is not in use. It is anticipated that the proposed project would require approximately 455 days of construction completed over a 2 -year period. Block 19 continued: Completion of this effort would ensure the continued sustainability of range operations for use by combat capable forces ready to deploy worldwide. The Chief of Naval Operations is directed by Title 10 U.S.C. Section 5062 to train all naval forces for combat. The Chief of Naval Operations meets that direction, in part, by ensuring naval forces have access to ranges and airspace where they can develop and maintain skills for wartime missions. The Dare County Bombing and Electronic Combat Range is the backyard range for NAS Oceana. This range is used year round to train pilots and maintain current levels of military readiness. Improving or restoring the hard surfaces on the Navy Range would enhance the safety of grounds maintenance crew, improve range clearance efforts, and allow for the appropriate and safe storage of range equipment and materials.
