Enclosed is the Fast -Track Sewer System Extension Application for the Weston Hills Subdivision project, located at 0 N Honeycutt Street, Benson, North Carolina. Please find enclosed two copies of the application and all supporting documents. The purpose of the sanitary sewer extension is to serve a new 26 acre subdivision consisting of 38 townhomes and 41 single family residences. Gravity sewer is not currently available to the site. As such, a gravity sanitary sewer main will be extended up N Honeycutt Road to the property. Due to significant topography across the site, the 38 townhomes and 41 single family residences will gravity to a new duplex grinder pump station. A 3 inch force main will then carry the pumped wastewater to the new offsite gravity sewer extension. According to the 0.02T rules, 120 gpd was used per bedroom x 3 bedrooms per residential unit. The total wastewater flow generated by the project will be 79 units x 360 gpd = 28,440 gpd. This will be the design flow for the pump station. The Town of Benson owns/operates the downstream sewer collection system (WQCS00109). Per the enclosed Flow -Acceptance and Tracking document, the Town of Benson has adequate sewer capacity to support the project, has approved the project and accepted the flow. The proposed sanitary sewer extension will be comprised of approximately 5,264 If of new 8" sanitary sewer with 26 new manholes, a duplex grinder pump station and 1,410 If of new 3" sewer forcemain_ The gravity sewer extension along N Honeycutt Street will connect to the existing gravity sanitary sewer located to the rear of the Benson Middle School with a dog house manhole. The pump station will be equipped with visual and audible alarms, auto -dialer telemetry, a stand-by generator and automatic transfer switch. Ultimately, the Town of Benson will own, operate and maintain the sanitary sewer extension as part of their overall collection system_ The proposed sewer extension is located within the public right of way and a Sanitary Sewer Access & Maintenance Easement. We just noticed that we usually see Tim Robbins' (Utilities Director) name on Benson's permit, is he still with the Town or has he moved on? We wanted to ask about the Flow Tracking Form fFTSE) that accompanied the Fast -Track Application: On the FTSE Form, Section 1.d of the form (Estimated obligated flow not yet tributary to the plant) was completed with "N/A". What does the N/A mean? This should be the estimated design flow of all permits that have been issued to Benson, but have not been certified yet and therefore not put into construction. According to our records, we have not received Engineering Certifications for multiple permits for Benson, and therefore they should not be in operation, and therefore would be considered "obligated" (paper) flow. I've attached our Excel Tracking Sheet for Benson's WWTP. You'll see Column I is for Engineering Certification (EC) receive date. You'll see that quite a few of them don't have EC dates, which means we haven't received an EC, which means it shouldn't be in operation and the flow would be "obligated" (Paper). (I will say that we are behind on reviewing and recording EC dates, so it's possible that on at least a few of these, ECs were submitted but we haven't recorded them yet, but I did flip through our backed -up ECs and didn't see any from Benson). Please explain why "N/A" was put on Item 1.d (obligated flow) of the FTSE Form. Thanks, Jason Jason T. Robinson, P.E.
