I have concerns about the potential for coastal wetland impacts and any development proposed within a CAMA area of
environmental concern. If any development is proposed within the 75 feet of the high water boundary and /or impacts
to coastal wetlands, a CAMA major development permit will be required. I would like to request that a drawing and
description of the scope of work be submitted to this office as soon as possible so that a determination on CAMA
requirements can be made as soon as possible. I am more than willing to review your development plans. Please feel
free to call or email me if you have any questions or I can be of assistance to you in any way.

Mitigation for impacts to 0.31 acre of RIPARIAN wetlands, not non - riparian - please make changes to p.6 of the PCN and
to your request to Stone Farm MB.
The hatchings on the maps you provided show impact area #7 as CAMA wetlands. Are you saying this is incorrect?
Please provide a revised map if so.
Due to the strict 45 -day issuance period, it is critical that I issue this permit by next Friday, September 19. If I do not have
all requested materials from you by COB Tuesday 9/16/14, I will have to withdraw your request and close the file.

Response to comments and additional information follows:
1. The wetlands associated with impact #7 are listed as coastal /CAMA wetlands. Please indicate if you have applied for a
CAMA permit from the Division of Coastal Management. Furthermore, we don't see a strong purpose and need for these
impacts since lot #33 appears to be buildable without the need for fill. Please explain.
Upon review of the permit drawings proposed impact # 7 occurs within freshwater wetlands.
We are currently coordinating with the project engineer to determine the purpose and need for proposed impacts
associated with lot #33.
Will provide rationale for impact upon receipt of response.
2. Section D., 1a of the PCN (PG. 6) is not clear. Please read over carefully and revise.

3. Mitigation for impacts to 0.31 acre of RIPARIAN wetlands will be required at a minimum of 2:1. Please provide an
acceptance letter from the Stone Farm Mitigation Bank for 0.62 acre or revise your mitigation plan.
A request has been made to Stone Farm Mitigation Bank to provide a letter of availability and costs for mitigation of
[.0.31 acres] of unavoidable wetland impacts at a 2:1 ratio.
The requested letter shall be forwarded to you upon receipt.
4. Section F 5 (pg. 10) of the PCN is not complete. Please provide National Heritage data on the site's status for
endangered species and designated critical habitat, as well as presence of historic /cultural resources and essential fish
habitat.

5. 1 need the Rapanos form in order to complete the Jurisdictional Determination for the property. Please send via email

After review of the PCN you submitted on behalf of Jericho All- Weather Opportunity Fund for authorization to
impact 0.31 acre of wetlands associated with the development of a residential neighborhood on Brick Landing Road
adjacent to Saucepan Creek, I have determined your request to be incomplete for the following reasons:
1. The wetlands associated with impact #7 are listed as coastal /CAMA wetlands. Please indicate if you have
applied for a CAMA permit from the Division of Coastal Management. Furthermore, we don't see a strong purpose and
