However, additional information is required before the review may be completed. Please address the items on the attached pages no later than the close of business on October 13, 2022. Please be aware that you are responsible for meeting all requirements set forth in North Carolina rules and regulations. Any oversights that occurred in the review of the subject application package are still the Applicant's responsibility. In addition, any omissions made in responding to the outstanding items in Sections A through I, or failure to provide the additional information on or before the above requested date may result in your application being returned as incomplete pursuant to 15A NCAC 02T .0107(e)(2). Please reference the subject application number when providing the requested information. Engineering Plans: Drawing C-1 of the engineering plans includes an existing site plan, but it does not include the location of the existing manually cleaned bar screen. It is unclear whether this existing bar screen is being removed, as there are not demolition notes or demolition items in the specifications. Please clarify the location of the existing bar screen in this sheet and clarify whether this screen is to remain in service, or if it is to be removed. If it is to be removed, please provide demolition notes for this unit and any appurtenances. 2. Drawing C-2 indicates a screen bypass influent pipe in the proposed site plan which appears to lead into the equalization basin. In accordance with 15A NCAC 02U .0402(g), by-pass and overflow lines shall be prohibited. If this bypass line is to be granted, the permittee shall petition the Director for alternative design criteria in accordance with 15A NCAC 02T .0105(n). This request shall demonstrate that this alternative will provide: a. Equal or better treatment of the waste; b. Equal or better protection of the waters of the state; and c. No increased potential for nuisance conditions from noise, odor, or vermin. In accordance with 15A NCAC 02U .0201(c)(1), engineering plans for the entire system, including treatment, storage, application, and utilization facilities and equipment except those previously permitted unless those previously permitted are directly tied into the new units or are necessary to understanding the complete process. The signed and sealed engineering plans for the system did not include a full section view of the Ro9 300 microstrainer and associated components (such as the mechanical bar screen bypass, dewatering chamber and screenings discharge). The manufacturer's dimension information sheet that was provided did include this information, but these were not signed and sealed and were separate from the submitted plan set. An updated engineering plan set shall be submitted that is signed, sealed and dated by a North Carolina licensed Professional Engineer in accordance with 02U .0201(c) and shall include a full detail of the screen and includes all associated components (such as the dumpster for the screenings). Demolition specifications shall be provided for any components being removed that are signed, sealed, and dated by a North Carolina licensed Professional Engineer in accordance with 02U .0201(c). 2. The construction specifications in this application package does not include Division 11 — Equipment or Division 16 — Electrical specifications pertaining to the installation of the mechanical bar screen and associated components. Please provide specifications in accordance with 02U .0201(c) that address materials to be used, methods of construction, and means for ensuring quality and integrity of the finished product as they apply to these Divisions. F. Engineering Calculations: In accordance with 02U .0201(c)(3), engineering calculations, including hydraulic loading for each treatment unit, treatment unit sizing criteria, hydraulic profile of the treatment system, and total dynamic head calculations shall be provided and sealed by a North Carolina licensed Professional Engineer. Please provide sizing and hydraulic profile calculations for this modification for our review. G. Site Mai): 1. No comment. H. Power Reliability Plan: 1. The proposed modification will include additional components requiring power. Is the permanent standby generator with automatic transfer switch detailed in the permit description adequate for powering this treatment unit? I. Operation & Maintenance (O&M) Plan: 1. An O&M plan was not provided with this application to include the operational functions of the new system and any anticipated maintenance activities for the new equipment. Please provide an updated O&M Plan that meets the requirements of 15A NCAC 02U. 0801.
