On September 18, 2007, the Express Review Program of the Division of Water Quality (DWQ) received your
application for the above referenced project. The DWQ has determined that your application will require additional
information. Please provide the following information so that we may continue to review your project and
prevent denial of your application as required by 15A NCAC 2H .0506:
1. Please provide one (1) copy of a completed PCN Addendum as requested in the Express Review acceptance
letter. As per the attached PCN Addendum, please provide all the items that were missing from your
September 18, 2007 submittal (level spreader worksheets, level spreader O&M agreements, etc.).
2. Diffuse Flow Provisions as required by the Neuse Riparian Buffer Rule:
a. Please provide the level spreader worksheets for all level spreaders on the property. They should be
designed according to the DWQ Level Spreader Design Guidance (January 1, 2007) or the 2007 NC
DWQ Stormwater BMP Manual. Regardless of who is approving the stormwater management plan,
diffuse flow provisions are reviewed by DWQ per the Neuse Buffer Rule (15A NCAC 02B .0233).
Stormwater Management Plans and Diffuse Flow provisions are considered separate for review
purposes.
b. Please provide calculations (including outlet velocity) for Rip Rap dissipater pad "PO50" proving that
diffuse flow will be achieved at that location.
Please respond within five (5) days of the date of this letter by sending three (3) copies of this information. The
Express Review Program is a process that requires all parties to participate in a timely manner.
This letter only addresses the application review and does not authorize any impacts to wetlands, waters or protected
